Alaska Energy Authority/Rural Energy Group 813 West Northern Lights Blvd. Anchorage,AK 99503 Re:Storage Recommendation Report Edna Bay Bulk Fuel Upgrade ProjectProfessionalServicesAgreement:AIDEA 08-007-CRW Dear Mr.Carey:This report was prepared by CRW Engineering Group,LLC (CRW)for the AlaskaEnergyAuthority7RuralEnergyGroup(AEA).The purpose of this report is to provideconceptuallevelstoragerecommendationsfortheEdnaBayBulkFuelUpgradeProject. Representatives from AEA and CRW traveled to Edna Bay on October 27,2009.Site visit personnel included AEA project manager Bryan Carey and CRW engineer Karl Hulse.The site visit crew inspected the community's existing fuel storage and transfer systems,and discussed current and future operating scenarios with the local fuelcommitteechairperson,Ms.Myla Polestra. Community OverviewEdnaBayislocatedon the southeast coast of Kosciusko Island,northwest of Prince of Wales Island,in Southeast Alaska.The community is approximately 175 miles southeast of Juneau and 60 miles southwest of Wrangell.Edna Bay has a maritime climate with average winter and summer temperatures of 37°F and 58°F,respectively. Annual precipitation is around 120 inches,including 40 inches of snowfall. Edna Bay has a year around population of approximately 49,however transient boat traffic and clientele at local fishing lodges can nearly double the population during summer months.Edna Bay is accessible by float plane,helicopter,barge and skiff. The Community has a small boat dock and anchorage area with a breakwater. Kosciusko Island has an expansive system of Forest Service roads that are utilized for subsistence and recreational activities. Existing Bulk Fuel Storage and Handling Facilities Currently,there is no centralized bulk fuel storage or dispensing facilities in Edna Bay. In the past,local lodges have provided limited fuel storage and sales for residential use but,due to regulatory concerns,these practices have ceased.The school district (Southeast Island Schools)owns several aboveground storage tanks and a small power generation plant located adjacent to the school building.The district utilizes the tanks for storing heating fuel for the school building.The generator building provides power to the school,and to an adjacent satellite telephone facility owned by Alaska Power and Telephone (AP&T).A separate,AP&T-owned,5,000-gallon diked AST is located adjacent to the facility and provides supplemental fuel to the school generators. Reportedly,fuel for the School District and AP&T is delivered via barge or large fishing vessel,temporarily stored in a local contractors tanks,and then trucked to the school/AP&T tanks using a local fuel truck.All fuel for residential use is brought into the community via 55-gallon drums transported on fishing vessels. Historical Fuel Usage Average annual fuel consumption in the Community is reportedly on the order of 60,000-gallons (not including school usage.)The approximate breakdown is 10,000- gallons of #1 diesel (residential heating),25,000-gallons of #2 diesel (AP&T power needs,residential electric generators,fishing boats and equipment),and 25,000-gallons unleaded gasoline (electrical generation and transportation purposes). Estimated Fuel Consumption at Design Edna Bay's population has varied considerably over the last few decades.However, over the past 10-years the population has remained stable at around 50-residents,and the school recently re-opened after an extended closure due to a lack of students. Based upon the increasing number of school-age children in the community,and tourist interest in local lodges,it is anticipated that the community will grow during the design period.For the purposes of this study,a 2%annual population growth rate is assumed. Further,it is assumed that the community fuel demand will increase linearly with population growth.Based on these assumptions,the annual fuel consumption is expected to reach approximately 73,200-gallons within ten years.The estimated fuel consumption at design is summarized on the following table: Table 1 -Estimated Fuel Consumption at Design Diesel #1 Diesel #2 Gasoline Current Annual Consumption 10,000 25,000 25,000 Estimated Design Growth 2,200 5,500 5,500 Sub-Total 12,200 30,500 30,500 Estimated Fuel Consumption in Design Year:73,200 gallons Recommended Storage Capacity The existing and proposed fuel storage capacities for facilities within the scope of this report are listed in Table 2.The recommended tank farm storage capacity is based upon the community's estimated fuel consumption at design,assuming two barge deliveries per year,and the desire to provide a minimum of 7-months capacity at design. Site Control The proposed location of the bulk fuel storage facility is within Lot 1,Section 23, Township 68 South,Range 76 East,Copper River Meridian.Access to the site is by Forest Development Road (FDR)1525. It appears from the mapping available that the site is located on land owned by the State of Alaska and is under the jurisdiction of the Department of Natural Recourses (DNR).However,a field survey will be required to confirm land ownership.The site is also in the vicinity of Mental Health Trust Land under the jurisdiction of the Mental Health Trust Land Authority. Both the State owned land and the Mental Health Trust Land appear to be subject to a U.S.Forest Service five acre log transfer site right of way.This right of way was reserved in the patent from the federal government to the State.At least a portion,and perhaps all,of the proposed bulk fuel storage site appears to be on the east end of the log transfer right of way. The Edna Bay Community Association has filed an application with the DNR for the site, and is in active communication with the U.S Forest Service regarding site control requirements. DNR has suggested that a survey be performed to delineate the boundaries of Mental Health Trust Land,U.S Forest Service Log Transfer Site,Forest Development Road 1525 and State Land.DNR believes the survey should be accomplished prior to any site preparation work. Before accomplishing the survey,all of the above landowners or interest holders should be contacted for permission to survey.DNR allows cutting a survey line less than 5 feet wide using only hand held tools,including a chainsaw,or setting a survey marker on state owned land without written authorization.However,a survey monument may not be set without written survey instructions issued under 11 AAC 53.If the survey work is within those parameters,no additional authorization from DNR would be necessary. If the survey confirms that the site is on State land and within the U.S.Forest Service right of way,the Edna Bay Community Association should continue to work with the parties to secure the necessary interest in the land. Proposed Improvements The proposed project scope of work includes the following upgrades: e A new bulk fuel tank farm with three horizontal double wall,skid mounted ASTs including two 20,000-gallon ASTs (gasoline and diesel #2)and one 8,000-gallon AST (#2 diesel).The proposed tanks will be placed on a new gravel pad foundation.A new dual product barge header will be installed to fill the facility. e A new three-product bulk transfer hose reel stand at the tank farm for filling local fuel transport containers.Cabinet-mounted,engine driven,fuel transfer pumps will be provided. e EPA-required spill contingency equipment. The facility will not include lighting,electric pumps or electrical controls,as there is no power available at the facility Construction Plan Administration The AEA has a history of administering Bulk Fuel Upgrade Projects on a "modified" force-account basis.Force-account construction involves the owner or grantee acting as the employer and utilizing primarily local labor.This method tends to achieve a higher percentage of local hire and is strongly supported by many communities and funding agencies. The technical nature of a tank farm project requires a limited number of workers with specific experience and expertise to be brought in for the project when not available 4 locally.An experienced Construction Manager will be required to recruit the necessary skilled labor,coordinate the construction team,and oversee procurement and project logistics.All work should be supervised and managed by a superintendent with extensive experience in the construction of rural fuel facilities.The Design Engineer should provide quality control through communication with the construction manager, submittal review and periodic on-site inspections. Codes and Regulations The proposed bulk fuel upgrades should be designed and constructed in accordance with the requirements of the latest editions of the following codes as adopted by the State of ALaska: #International Fire Code (IFC),including State of Alaska Amendments =National Electrical Code (NEC) | «40 Code of Federal Regulations (CFR),Part 112.1-12,EPA Spill Prevention Requirements,including pending Revisions The design should also incorporate appropriate industry standards such as those recognized by the National Fire Protection Association (NFPA)and American Petroleum Institute (API),as well as proven methods and materials that have been used successfully on other rural bulk fuel facilities in similar locations and climates. Use of Local Labor The modified force account construction approach previously described will provide employment opportunities to the local labor force.Tne AEA Construction Manager will import skilled craftsmen,with appropriate certifications,to perform specialty work only (such as pipe welding).Other positions including laborers,equipment operators,etc. will be filled by locals whenever possible. Use of Local Equipment There is at least one contractor in the community (Williams Drilling and Blasting Services)that may have heavy equipment available for project rental.If the Construction Manager plans to use this equipment,a qualified mechanic should travel to Edna Bay and go through the equipment to ensure that it is in proper operating condition prior to construction.Any supplemental equipment should be leased from a reputable rental agency and mobilized to the site by barge. Construction Schedule Subject to funding,the schedule calls for design and permitting to occur during the winter of 2010.Procurement of long lead items will begin in February/March 2011, with construction tentatively scheduled to begin in the summer of 2011. Concept Level Cost Estimate A conceptual cost estimate for the construction of proposed upgrades is attached.The estimate includes labor,materials and shipping costs for all project components. The cost estimate was developed based on the conceptual tank farm site plan included in the attachments,and the assumption that the project will be constructed using modified force account methods as previously explained.Labor rates are based on Title 36 equivalent wages for general and certified specialty labor.The total project cost, including all design,supervision,construction,inspection,permitting,insurance,and a 20 percent contingency,is estimated as $1,164,000 or about $24 per gallon based upon a gross storage capacity of 48,000-gallons. Additional IssuesDNRhasalsoraised questions concerning how the fuel will be transferred to the facility.
