This is in regards to our bulk fuel system or lack thereof in our community of
Kobuk.
Kobuk is a community of about 70 -100 people in the winter and about 130
in the summer and is the furthest village on the Kobuk River.As our community
profile states our people sustain themselves mostly on a subsistence lifestyle with
few people employed with the few jobs there are.
Fuel is flown in from Fairbanks and is sold within 8.00 to 9.00 a gallon range.
Gasoline is also sold within that price range because the cost of shipping by air
freight is so high.The City of Kobuk is the only fuel dispenser in Kobuk and
sometimes the City has limited revenue to subsidize its'cost.The biggest tank they
own is a 7,500 gallon single walled tank without containment as well as several
smaller tanks again without adequate containment support.
The Kobuk City Council and staff are in the midst of re-organizing their whole
organization so that it can be run adequately and independently.Few of the steps
they are taking is to hand it's water &sewer operations to the Alaska Native Tribal
Health Consortium or ANTHC and at this point are participating in the ARUC Billing
Assistance program where the Anchorage ARUC office is currently sending out
water &sewer billings to the customers and then providing the City with an
accounting of who all have paid and also sends a payment for each month.This
process will only be until the City of Kobuk has established a management capacity
with stronger policies in place to undertake it on their own again.The other step is
they are undertaking the possibility of establishing a 3%sales tax and although the
yes vote to establish a sales tax have won in their last municipal election,they
cannot proceed until assistance is given them from outside agencies.We hope to
use its proceeds to continue to provide city services to the people as well as keeping
our offices open for business.Kobuk is the only village in the NANA region without a
sales tax in place.
The Council has given its staff directives to seek grant funding such as a bulk
fuel consolidation project as well as seeking legislative funding for sorely needed
equipment which is the purpose of this letter.The last barge to come in to Kobuk
was about 2 -4 years ago when they brought fuel for the NW Arctic Borough School
District for their winter supply.Although,the upper Kobuk villages do not get barge
services every year,there is always a possibility that the river levels in certain
springs can allow shallow draft barges to come up to deliver badly needed fuel.It is
that time when we are able to store our winter supply in a code compliant
consolidated tank farm with trouble free dispensing units.
What steps does the City of Kobuk needs to take to start the process of
establishing a bulk fuel containment with dispensing units.We understand that
grants are available to do just that and the technical expertise to bring all the
funding in place as well as design and construction phase assistance.

6.0 VILLAGE OF KOBUK
There are three bulk fuel facilities identified in Kobuk.These facilities are
owned/operated by:
1.City of Kobuk-Fuel Depot2.Northwest Arctic Schoo!District -Kobuk School
3.Kobuk Store-Fuel sales
All three of these tank farms lie within the 100 year flood plain.Tank Farms 1 and 2
appear to have sufficient elevation to be protected from a major flood.However,Tank
Farm 3 does appear to be vulnerable to flooding.There is a State-owned 2,500'long
airstrip.There are no docks.Barge delivery into Kobuk is unreliable due to marginal
water depth in the upper Kobuk River.For this reason,almost all fuel is now flown into
Kobuk.
There is little waste heat potential in Kobuk because the city and school power plants
are stand-by only,with electrical power supplied by an intertie power line from the
AVEC power plant in Shungnak.
The only tank farm consolidation potential in Kobuk appears to be elimination of Tank
Farm #3 and conducting all retail sales at Tank Farm #1.

6.1.TANK FARM NUMBER 1--CITY OF KOBUK
The City of Kobuk owns and operates this facility,consisting of three tanks and used for
storing and dispensing heating fuel and gasoline.Tank Farm 1 is located within the
village,just north of the old,abandoned city tank farm.The fuel is used for retail sales
to the general public,for space and water heating at the clinic,city office building/post
office and water plant/washeteria as well as for standby electrical power generation.
Fuel delivery is by airplane.There is a secure 8'high chain link fence around the tank
farm.There is adequate lighting for night operations.Tanks 1 and 2 are double wall,
fire rated,horizontal,skid mounted tanks.Tank 3 is a single wall,horizontal,welded
steel tank on steel saddles.All three tanks are anchored to concrete footings.Tanks
1-3 have pressure/vacuum normal vents and 24”manholes on all primary tanks.They
also have emergency vents on all primary tanks and interstitial spaces and top
mounted,flanged fill connections with fill limiters.All three tanks are contained within a
3'minimum height,adequately sized,lined,liquid tight,earthen berm dike.There are
separate heating fuel and gasoline fill manifolds constructed of 2”welded steel with 2”
flanged steel ball and check valves as well as flanged steel flexes.The fill manifolds
also each have a 1”threaded steel PRV.There are also separate,2”welded steel
partially below grade gasoline and heating fuel pipelines running approximately 1,100
feet from the airplane fill connection at the airstrip.All below grade piping is schedule
80,HDPE coated steel pipe with cathodic protection.Both fill pipelines have flanged
steel ball and check valves as well as a shared,adequately sized catch basin at their
airplane fill connections.There is also a 2”welded steel fuel distribution pipeline that
runs from heating fuel Tank 3 to the power plant,clinic,city office building/post office
and water plant/washeteria.There is a flanged 2"steel ball valve and normally closed
solenoid valve at the Tank 3 fuel withdrawal connection as well as a flanged steel flex.
Level controllers at each day tank automatically maintain fill levels by operating day
tank mounted transfer pumps as required.The normally closed solenoid valve opens
on operation of any day tank pump.Gasoline dispensing Tank 1 and heating fuel
dispensing Tank 2 are equipped with submersible pumps and feed a dual product
dispenser located near the tank farm through separate 2”welded steel pipelines.
These tanks are 20'and 30'respectively from the dispenser,which is an adequate
distance due to their fire rating.There are anti-siphon valves at the submersible pump
outlets and shear/fusible link valves at the dispenser.Dispensing is remotely
supervised from the city office,with communication through an intercom system.All
tanks,attachments,piping and fittings are in like-new condition with good paint,
adequate supports and no active leaks.There do not appear to be any minimum
separation violations.There is an SPCC plan.

6.2.=TANK FARM NUMBER 2 --KOBUK SCHOOL
The Northwest Arctic Schoo!District owns and operates this tank farm consisting of two
tanks,which are used to store diesel fuel for school and teachers quarters space and
water heating as well as for standby electrical power generation.This facility is near the
center of the town site,adjacent to the airport parking apron.The fuel is airplane
delivered.There is a secure chain link fence around the tank farm.Tanks 1 and 2 are
single wall,vertical,welded steel tanks.They rest on steel Il-beams supported by heavy
timbers.Both tanks have normal vents,24”manholes and 8”emergency vents.They
have bottom mounted threaded fillAwithdrawal and water draw connections.The tanks
are contained within a heavy timber constructed,lined,liquid tight dike with sheet metal
liner protection on the interior sides.There is a 2”welded steel fill/withdrawal header
with flanged steel ball and check valves as well as flanged steel flexes and a threaded
steel PRV that discharges into the top of Tank 2.The header connects to a 2”welded
steel fuel transfer pipeline through a flanged steel strainer and solenoid valve.This
pipeline runs approximately 20'above grade to a transfer pump located in the school
power plant and then to the adjacent school day tank,Tank 3,which is supported on a
10'high,light wood frame stand.A 1-1/2”threaded steel,partially below grade fuel
distribution pipeline runs on to the school and teacher's quarters.There were active
leaks visible in the first section of above grade piping just beyond Tank 3,making the
remaining,predominantly below grade distribution piping highly suspect for leakage.
The 2”welded steel airplane fill pipeline attaches to the Tank Farm 2 manifold through
a flanged steel check valve inside the dike and runs above grade approximately 100'to
a flanged steel check and gate valve at the airplane connection.There is no catch
basin.The tanks in this facility are in good condition with fair to poor paint and
moderate to slight visible surface rust.The header and transfer piping is a recent
installation and is in good condition,with good support and no active leaks.The facility
distribution piping and fittings are in poor condition with active leaks and no supports.
There do not appear to be any minimum separation violations.In addition,there are
two additional 1,900 gallon capacity single wall,horizontal,welded steel tanks resting
directly on the ground in the schoolyard.They were taken out of service when the main
tank farm was renovated and have no connections other than one top and one bottom
mounted,threaded bronze ball valve on each tank.An SPCC plan was not available.

6.3.TANK FARM NUMBER 3 -KOBUK STORE
Eugene Solin owns and operates the Kobuk Store fuel sales facility.There are a total
of seven tanks,all of which belong to the city and are leased by the store.The gasoline
and heating fuel stored at this site is used for retail sales dispensing to the public as
well as for providing space heat to the store.The fuel is delivered by airplane and
transferred to this site from the airstrip by dragging skid-mounted tanks.The Store is
located adjacent to the Kobuk River on the western edge of the village.There is no
fencing.Tanks 1-7 are single wall,horizontal,welded steel tanks.Tanks 2 and 3 are
skid-mounted with all other tanks resting directly on the ground.None of these tanks
have normal vents,emergency vents or manholes and all of the tanks appear to be
within the flood plain of the Kobuk River.Gasoline dispensing Tank 1 has a top
mounted,110 volt Fill-Rite pump with 1”rubber hose and dispensing nozzle.The
pump's electrical connection is through a short extension cord pigtail at the tank.Each
tank has a threaded,bottom mounted,bronze ball valve.There is no means of
secondary containment for any of the tanks.The tanks appear to be in fair condition but
are in need of cleaning and painting.Inadequate separation violations include tank to
tank,dispensing tank to dispenser and dispensing tank to building distances.There is
no SPCC plan.

6.20TANK FARM NUMBER 2 -KOBUK SCHOOL
The Northwest Arctic School District owns and operates this tank farm consisting of two tanks,which are used to store diesel fuel

6.30 TANK FARM NUMBER 3 -KOBUK STORE
