In the instance mentioned in your letter,one community explored the concept of forming a non-profit corporation to operate the tank farm.The board of directors would be made up of representatives of each of the organizations that had storage capacity in the tank farm.|am enclosing a draft copy of the Articles of Incorporation under which such an approach would function. We have yet to initiate the 35%design for a possible consolidated tank farm for Hoonah.We will not start the design process until the community chooses a site for the project.It would be imprudent to initiate design because much of the design for a bulk fuel tank farm is determined by soil conditions,drainage,flood plain status,etc.of the site.|will keep you posted on site selection efforts as they develop.
