Typical project permits: 1.A Coastal Zone Management Project Questionnaire is submitted to the Division of Governmental Coordination. 2.For wetlands,a Corps of Engineers wetlands permit is required. 3.A plan review permit from the State of Alaska Fire Marshall is required. 4.A local building permit may be required in some cities/villages. Description of final construction documents: Final Construction Documents will include a title sheet with a list of attached drawings and a codeanalysis.The attached drawings will consist of civil,structural,mechanical,and electrical drawings.The drawings will include specifications on the sheets.There will not be a separate specification manual. Manuals required to operate the new tank farm: 1.Coast Guard requirements:Operations Manual,Letter of Intent,Oil Spill Response Plan. 2.EPA requirements:Oil Spill Response Plan. 3.SPCC Plan:Spill Prevention Control and Countermeasures Plan. Ownership and management of a tank farm can take several forms.A typical arrangement (i.e Grayling example)is to form a corporation with subleases for users.A separate management and maintenance plan can be prepared to describe the details of the operation/maintenance,including management, operating procedures,inspections,retail sales,insurance,budgeting,etc . 11/24/99
