The site investigation and field survey was conducted from August 18,1997 through August 20, 1997,and included contacting local representatives responsible for the operation and maintenance of the various fuel storage facilities in Koyuk.Additionally,the existing fuel systems were documented,and a topographic survey was completed of the proposed tank farm site. 2.0 EXITING FUEL STORAGE FACILITIES 2.1 KOYUK VILLAGE CORPORATION FACILITIES Existing Facilities The Village Corporation's tank farm consists of a combination of three vertical tanks and one horizontal tank.All tanks are welded steel and located aboveground.The vertical tanks consist of two 30,000-gallon gasoline storage tanks and a 25,000-gallon heating fuel storage tank.The vertical tanks are approximately 25 years old and are in direct contact with the ground surface. The horizontal tank is a 10,000-gallon skid mounted steel tank used for heating fuel storage.The horizontal tank is approximately 3-4 years old and is not connected to the rest of the facility.The tank is not painted and is beginning to rust.All tank nozzles are threaded. The Village Corporation tank farm is currently filled through an exclusive barge fill point that is separate from the barge off-loading line that services the other tank farms in Koyuk.Upon relocating the Village Corporation tanks,this line will no longer be needed.Both the fill and discharge piping are combinations of grooved and threaded pipe joints.Minor leaks were evident at various connections,valves,and nozzles.Pipe supports are missing or inadequate due to spacing. SEPTEMBER 5,1997KoyukBULKFUELUPGRADElD&M Jos No.37203-001-218STATEOFALASKA,DIVISION OF ENERGY The corporation sells gasoline and heating fuel to the public from these tanks.The fuel is dispensed via a typical retail-metering pump (Southwest Pump Company,Model 490-T,Mfg. Date:1/92).The metering pump is piped directly to the bulk fuel tanks.A retail day tank was removed in 1991 as a result of a gasoline spill that occurred while filling the tank.All discharge valves on the vertical tanks are open to allow flow to the dispensing pump. Reuse of Existing Equipment The 10,000-gallon horizontal tank appears to be suitable for reuse with the installation of flanged nozzles,emergency venting,and a manway to meet current code requirements.The three vertical tanks are in questionable condition due to age and possible corrosion resulting from ground contact.Additionally,the tanks are located such that they would be very difficult to move in one piece due to power lines located on the north and east.In view of the questionable condition,age, and location of the vertical tanks,we have assumed that these tanks will not be re-used. Tank farm manifold piping and valves are not suitable for reuse,but the retail-metering pump may be suitable for reuse at the combined tank farm location.The corporation has indicated that the retail pump should be relocated at the tank farm site. The fill and discharge lines are not considered to be up to current code,which requires welded or flanged joints rather than grooved or threaded.Therefore,reuse of these lines will not be considered for the new tank farm. 2.2.CITY OF KOYUK FACILITIES Existing Facilities The City's tank farm consists of two 8000-gallon Bureau of Indian Affairs (BIA)tanks that store heating fuel for the water treatment plant and washeteria,City Office building,library,and other City owned buildings.One of the tanks is currently off line to repair leaks in the threaded 2 inch draw/fill line.These tanks are filled through a 3-inch aboveground fill line installed by Division of Energy (DOE)in 1992.The 3-inch line is also connected to Alaska Village Electric Cooperative (AVEC)tanks and the Bering Strait School District tanks.The secondary containment dike around the City's tanks is constructed of wooden framing,plywood,and an HDPE liner that is in questionable condition. SEPTEMBER 5,1997KoyYuKBULKFUELUPGRADE2D&M Jos No.37203-001-218STATEOFALASKA,DIVISION OF ENERGY Reuse of Existing Equipment The City tanks appear suitable for reuse with the installation of flanged nozzles and emergency venting as well as other minor modifications to meet current code requirements.The manifold piping and valves are not suitable for reuse in the new system. Although the City's fuel supply will be relocated to the new tank farm,the section of the 3-inch fill pipeline from the water treatment plant to the City's tank farm will remain.This line will be used to transfer fuel from the new consolidated tank farm to the washeteria day tank. 2.3.BERING STRAIT SCHOOL DISTRICT (BSSD)FACILITIES Existing Facilities The BSSD tank farm consists of nine vertical BIA tanks totaling approximately 54,000 gallons of storage.The tank farm supplies fuel oil to the high school,two teachers quarters,and the Armory,which is leased by the school for the Early Child Education (ECE)program.Although ECE will be moving to a new location sometime this winter,BSSD plans to continue using the building for other purposes. The BSSD tanks are filled through a 3-inch above ground fill line installed by DOE in 1992.The 3 inch fill line includes a three way valve located near the middle of Tamarack Street.The location of the valve causes the street width to be restricted,and it is recommended the valve be moved out of the roadway.From the valve,the main line continues uphill on a steep grade toward the City tanks and the washeteria.A flex joint,near the valve and at the base of the grade, is offset 4 to 5 inches due to down slope movement of the pipe. Reuse of Existing Equipment The BSSD tanks appear suitable for reuse with the installation of flanged nozzles and emergency venting in addition to other minor modifications to meet current code requirements.The existing tank farm manifold piping is not suitable for reuse at the new storage facility.However,the 3- inch fill line can be used as installed.Additionally,the portion slipping down-slope can be used elsewhere once a new fill line from the new tank farm to the City tanks and washeteria is installed. SEPTEMBER 5,1997KoYUKBULKFUELUPGRADE.3 D&M Jos No.37203-001-218STATEOPALASKA,DIVISION OF ENERGY 2.4 ALASKA VILLAGE ELECTRIC COOPERATIVE (AVEC) Existing Facilities The AVEC tank farm has eight vertical BIA tanks totaling approximately 71,000 gallons of storage.The tank farm supplies fuel oil to the AVEC's generators.AVEC currently has three generators;one operates continuously,with two on standby.All manifold and distribution piping has threaded couplings.The lined containment dike is constructed of stacked sand bags and is approximately 3 feet high.The tanks are supported on treated timbers and planking. Reuse of Existing Equipment The tanks appear suitable for reuse,but will require the addition of flanged nozzles,emergency venting,and additional modifications to comply with current code requirements.As with the other tank farms in Koyuk,the valves and fittings from the AVEC farm would not be suitable for reuse in the new tank farm. | 3.0 CURRENT FUEL STORAGE AND USAGE Table 1 presents the available fuel storage and estimated usage based on our understanding of the current conditions in Koyuk.The estimated current fuel usage for the various facilities is based on information collected during the site visit,and subsequent telephone conversations with persons responsible for maintenance of the facilities.Fuel deliveries to Koyuk typically occur twice during the year.The first barge usually arrives during the first week of July and a second fuel barge delivers during the month of September. Village Corporation Diesel:35,000 22,000 -40,000 Gasoline:60,000 39,000 -50,000 City 16,000 15,000 -24,000 BSSD 54,000 26,000 AVEC 71,000 61,000 Total 236,000 163,000 -201,000 City &Corporation Diesel 51,000 37,000 -64,000 Gasoline 60,000 39,000 -50,000 AVEC &BSSD 125,000 87,000 4.0 FUTURE FUEL STORAGE AND USAGE The current population of Koyuk is approximately 300,with 20 new houses projected to be ready for occupancy in 1998.The community is expected to increase by about 50 people in the next 5 years.This prediction is consistent with growth trends observed from 1970 to present.Also, gasoline sales are increasing due to more vehicles (ATV's,snowmobiles,and boat motors)being purchased by residents of the community. | As a result of the projected growth for the community of Koyuk,the Village Corporation's storage capacity will be inadequate to meet the future demand for gasoline and diesel.To accommodate the future needs of the community,the new combined tank farm includes 15 %additional storage for gasoline and 25 %additional storage for diesel fuel.This amounts to one additional 8,000 gallon vertical BIA tank for each product in addition to the new tanks necessary to replace the unusable tankage. The City's current diesel fuel storage is inadequate to meet their current needs.Another 8,000 gallon tank will provide 50%additional storage,and will increase the City's total fuel storage SEPTEMBER 5,1997KoyukBULKFUELUPGRADE5D&M JoB No.37203-001-218STATEOPALASKA,DIVISION OF ENERGY capacity to approximately 24,000 gallons.The extra tank coupled with additional Village Corporation capacity should provide adequate storage volume.The City's supply is included in the retail distribution system to allow for transfer of fuel to City owned vehicles via the retail pumps or to the washeteria via the new fill line. AVEC also projects an increase in usage as the town continues to grow.With the addition of 20 houses,it may become necessary for AVEC to put two generators on line to handle peak demand periods.Currently,one generator is adequate the majority of the time.The AVEC tank farm has been included as an additive alternate,and all 8 existing tanks have been included in the new tank farm with space allowed for future expansion to a total storage capacity of approximately 100,000 gallons. The school district does not foresee an increase in usage even with the possibility of a school building expansion within the next five years,because of the proposed use of new energy efficient construction,and the elimination of the older less efficient buildings.BSSD currently has an approximately 28,000 gallon surplus in storage capacity that should remain consistent.The school district is also included as an additive alternate,and all nine existing tanks have been included in the new tank farm. The combined storage of AVEC and BSSD are adequate to meet their combined needs even with the projected increase in electrical generation.This could negate the need for any additional AVEC storage depending on coordination between the two parties. 5.0 PROPOSED TANK FARM General Site Conditions The new tank farm site is proposed to be located northwest of the existing wastewater treatment lagoon (see Appendix A).The surface vegetation at the site consists of tundra with small conifer trees.The contour of the land slopes toward the south and the Koyuk river.The proposed tank farm is to be located within a 250 foot by 250 foot area adjacent to an existing gravel access road. SEPTEMBER 5,1997KoyukBULKFUELUPGRADE6D&M Jos No.37203-001-218STATEOFALASKA,DIVISION OF ENERGY Property Ownership and Right of Way A title search was conducted by Land Title Company Of Alaska,Inc.for the subject property (Tract "B”,U.S.Survey No.4390,Alaska,Koyuk Townsite),and indicates that the property is owned by the City of Koyuk (see Appendix B).The property appears clear of any restrictions that would impact the construction of the new tank farm.The review noted a blanket easement granted to Mukluk Telephone Company,Inc.for communications and telephone lines. Flood Plain Evaluation The average elevation of the tank farm is at approximately 88 feet.The Army Corps of Engineers depicts the 100-year flood limit as approximately 20 feet.This was determined from the worst flood of record which occurred in 1963.The elevation of the proposed tank farm is well above the flood plain so the design of flood prevention measures will not be necessary.This information was obtained from a 1975 Community Map of Koyuk provided by DCRA. Site Drainage The proposed site is located on sloping terrain (6 -8 %).Drainage from the site is adequate and flows towards the south and the Koyuk River.There is a substantial drainage area located to the north of the site that currently flows through the area.To the east of the site,adjacent to the sewage lagoon,a ditch has been constructed to divert drainage around the lagoon.A similar drainage ditch will need to be constructed for the new tank farm to intercept the drainage flowing from above the site.Additional culverts underneath the gravel access road may be necessary to allow for new drainage patterns resulting from the proposed tank farm. Geotechnical A test pit excavated at the site by Public Health Service (PHS)in 1994 revealed 2 feet of surface organic matter (stumps,roots,peat,etc.)underlain by about 4 feet of frozen silt and the underlying schist formation (see Appendix C).The data from the PHS test pit will be used to develop the preliminary design,but we recommend that 4 -6 additional test pits be excavated to verify the geotechnical conditions throughout the limits of the proposed site prior to final design. SEPTEMBER 5,1997KoyukBULKFUELUPGRADE7D&M Jos No.37203-001-218STATEOFALASKA,DIVISION OF ENERGY A preliminary typical cross section of the tank is shown in Appendix A.The design assumes that approximately 2 feet of organics will be removed along with approximately 4 feet of frozen silt. This will allow the tank farm foundation to be constructed on the schist material.the excavated area will be backfilled with non-frost susceptible gravel material.The final fill section will be (2- 3)feet thick.The final cross section design will depend on the outcome of additional test pit information and the availability of adequate gravel fill material. Tanks The attached site plan (see Appendix A)shows exclusive use of new and existing vertical BIA type storage tanks except for the 10,000 gallon skid mounted tank owned by the Village Corporation and the proposed dual product dispensing tank.The proposed tank farm will require the purchase of 13 vertical BIA style tanks to accommodate storage for the City and the Village Corporation. The approximate total fuel storage capacity is shown below. Koyuk Village Corporation Diesel 44,000 gallons Gasoline 68,000 gallons City of Koyuk 24,000 gallons The BSSD tanks are included in the proposed tank farm as an additive alternate.The nine existing tanks have been included in the design,allowing for their current storage of 54,000 gallons. The AVEC tanks are included in the new tank farm as an additive alternate.The eight existing tanks are included in the design with additional space allotted for expansion. Secondary Containment Gravel dikes are proposed as secondary containment for the new tank farm.Gravel is available in the community,but the quantity and quality have yet to be investigated.The gravel dikes will be lined with a primary membrane liner with gravel covering the liner to protect it from wear. The dike side slopes will be reinforced with 6 inch deep cellular confinement grid to maintain the cover over the liner. SEPTEMBER 5,1997KoyUKBULKFUELUPGRADE8D&M Jos No.37203-001-218STATEOFALASKA,DIVISION OP ENERGY Fuel Dispensing and Distribution The Village Corporation fuel dispensing operations will be located on the south side of the tank farm site.A new dual product insulated tank connected to the existing retail-metering pump of the Corporation will be used to dispense fuel to both the residents and the City.A new 4,000 gallon dual dispensing tank is proposed,and should allow adequate daily storage while minimizing the area of the tank farm. Distribution of diesel fuel to the washeteria,AVEC,and BSSD will be accomplished using a pump located at the new tank farm.The fuel will be pumped through the new 4-inch fill line and the existing 3-inch fill lines currently connected to these locations.The proposed system will include a meter at the tank farm to account for the transferred fuel. Proposed Fill Line Route The proposed fill line route was determined after discussing various options with Oscar Anasogak,Jr.during the site visit.The necessity of supplying fuel to the Washeteria on a regular basis,and using existing Rights-of-Way,narrowed the selection to the one depicted on the site plan in Appendix A.The new fill lines begin at the location of the existing marine header,and are located along Second Avenue,Cottonwood Street,and Fourth Avenue and extend towards the sewage lagoon and the proposed tank farm.The two new 4-inch fill lines are located above ground with a number of buried roadway crossings.Two fill lines were selected to reduce the chances of cross contamination between the two products being transferred to the tank farm. The new tank farm is located approximately 80 feet in elevation above the marine header.The elevation difference,along with approximately 2,800 foot fill lines,may exceed the pumping capacity of the various barges that deliver fuel to Koyuk.It may be necessary to add additional pumping capacity to the new system. Typical Piping will be schedule 40,low temperature,carbon steel pipe with welded joints. Flanged connections will be used for the connection of various equipment. The existing marine header will remain in place until both AVEC and the BSSD move to the new tank farm location.
