BY THE COMMISSION:
Present before the Commission in this proceeding are the
rate increase requests of BETTLES LIGHT AND POWER,INC.(BL&P).
By Order U-90-32 (4)/U-89-62(6),dated November 2,1990,the
Commission decided revenue requirement issues,required BL&P to
file a calculation of the revenue requirement and rate revision
resulting from the decisions set forth in the Order.Commission
Staff (Staff)was also required to file its calculation of the
revenue requirement and resulting rate revision,along with an
explanation of any difference with the utility.

calculation of the revenue requirement based on the Commission's
decision in Order U-90-32(4)/U-89-62(6).In summary,the parties
calculated a revenue requirementof $427,200 for BL&P consisting
of:operating expenses,including depreciation of $365,458;a
return on rate base of $53,118;and a'$8,624 income tax provision.
The percentage increase to existing permanent rates is 9.716 per-
cent and roll-in of the minus $.0055 fuel cost-rate adjustment
(surcharge)to the resulting rate.On November 21,1990,BL&P
submitted revised tariff sheets reflecting the rates agreed to
between the parties as a result of the Commission's decision.The
tariff sheets were approved by the Commission on December 12,
1990,with an effective date of November 20,1990.
This Order formally establishes BL&P's permanent revenue
requirement of $427,000;sets BL&P's energy rate $.5255/kWh;new
base price of fuel at $1.063 per gallon for future surcharge cal-
culations;a Non-Firm Power Purchase Rate of $.1189/kWh;and a
Power Cost Equalization level of $.3742/kWh.
With that disposition the only matter remaining before
the Commission in this proceeding is the allocation of costs in
accordance with currently applicable law.AS 42.05.651 and 3 AAC
48.157.The costs directly assignable to Dockets U-89-62 and
U-90-32 total $3,471.01 and consist of the following:

TOTAL:$3,471.01
The only parties in Dockets U-89-62 and U-90-32 are BL&P and
Staff.The Commission has determined that one-half of the costs
should be allocated to BL&P and one-half should be allocated to
Staff.
The costs of a proceeding should be allocated in large
part on the principle that the cost-causer should be the cost-
payer.As the party which initiated these tariff proceedings,
BL&P is the primary cost-causer and should be allocated a
commensurate amount of the associated costs.However,there are
mitigating circumstances which warrant the allocation of a
substantial amount of the associated costs to Staff.
The Commission initially determined that,in addition
to the technical hearing in Anchorage,a consumer hearing was
necessary and should be held in Bettles.In order to facilitate
that hearing it was necessary to send members of Staff and the
Hearing Officer to Bettles.Almost half of the allocable costs
are related to the consumer hearing.Given the relatively small
size of the utility and the impact on the utility and its rate-
payers of having to pay the total costs of this proceeding,Staff

the proceeding.
Accordingly,one-half of the costs will be allocated to
BL&P,and one-half will be allocated to Staff.Thus,the Commis-
Sion will allocate costs of $1,735.50 to BL&P and $1,735.51 to
Staff.If either party finds this allocation of costs objec-
tionable for any reason,it will have 30 days from service of
this Order in which to submit a statement of opposition for the
Commission to consider in accordance with AS 42.05.651 before the
allocation becomes final.
With this cost allocation,all outstanding procedural
and substantive issues have been disposed of in these proceedings,
and Dockets U-89-62 and U-90-32 should be closed.
ORDER
THE COMMISSION FURTHER ORDERS:
1.The costs of these proceedings ($3,471.01)are
allocated as follows:Bettles Light and Power,Inc.,$1,735.50;
Commission Staff,$1,735.51.
2.By no later than 4 p.m.,October 30,1991,Bettles
Light and Power,Inc.,shall remit to the Commission the sum of
$1,735.50 or,in the alternative,submit a statement of opposition
setting forth in its pleading specific facts and arguments why
this Order is unreasonable or otherwise should be set aside.
3.Checks shall be make payable to:State of Alaska,
Alaska Public Utilities Commission.

4.Dockets U-89-62 and U-90-32 are closed subject to
possible reopening upon receipt by the Commission of a statement
of opposition as provided for in Ordering Paragraph No.2 above.
