Roy Lawson,Senior Estimator/Regional Director Mr.Lawson has a BS in Business Management and over 23 years of experience in Heavy Civil work as a company owner,project manager and estimator.His work experience has taken him far and wide from Alaska to California and beyond.He has a unique understanding of how to conduct civil and construction operations in a variety of soil types from the desert to the high mountains and wilderness,extreme terrain and in all weather environments.Mr.Lawson has managed over 500 million dollars of civil projects large and small. MOST RECENT FEDERAL PROJECTS Replace Non-Compliant Deteriorated Water Distribution Systems at Wolverton - Sequoia National Park,Tulare County,CA The scope of work includes improvements to the existing Wolverton and Lodgepole Water Systems as part of a major,stand-alone,water system renovation project.Work includes performing several water system cut-overs,development of potable wells,pressure regulation devices,disinfection,controls and telemetry in a timely manner with minimal service interruptions.The work also includes Well House at Giant Forest/Pinewood and a new 6-inch distribution piping along Generals Highway to the Giant Forest Village area;interior coating of the existing Pinewood water storage tank;water line cleaning and flushing along Generals Highway and in the Wuksachi and Red Fir areas;a mixed oxidant disinfection system;PRV Vault Improvements along Generals Highway;PSV Vault improvements;new secondary water system loop at Lodgepole;new Wolverton-Lodgepole interconnection;new wedge wire intake screen and raw water piping at the Silliman Creek Water Diversion area;chlorine dosing at the Wuksachi tank area.Work will also include slip lining of new 2-inch polyethylene (HDPE) service inside existing 6-inch DIP water main from Beetle Rock to Lower Kaweah Comfort Station;chemical metering pumps and accessories for the Giant Forest Well House and the Wuksachi Chlorine Dosing Station;process control system equipment and integration integrated into the existing via fiber optic communication with an existing Wonderware SCADA system; and pre-assembled concrete utility buildings for the Giant Forest Well House and the Wuksachi Chlorine Dosing Station.The work is located on multiple sites located in a mountainous High Sierra terrain setting with elevations of 6,000 to 8,000 feet above sea level. Completion Date:Approximately Spring 2013 Project Value:$844,023.00 FY 11 -Sniper Field Firing Range -Yakima Training Center,Yakima,WA This scope of work consists of all earthwork and underground utility installation on the US Army Training Base in Yakima,WA.The project scope elements include importing and placing select material for the range area,footing excavation for all structures,backfilling of structures, capillary break,prepping for gravel walks,prepping for concrete sidewalks,import and placing select material for targets,cutting an access road,filling access road,prepping subgrade for access road,footing excavation and ret MIT,backfill MIT,footing and excavation and preparation for SIT,backfilling SIT,prepping IM,storm,fine grade and clean up,electrical trenching,bedding material,backfilling.: Contact:Ike Holmes,President -Vet Industrial Inc.(General Contractor)(360)377-2955 Completion Date:November 2012 Project Value:$974,741.00 Lake Crescent Demolition and Removal of Houses and Pilings and Installation of Pilings This project was segregated into two parts.Part one was the building demolition which consisted of providing and operating a barge like piece of equipment to load demolition material on.The demolition material consisted of the removal of multiple structures (deteriorating houses)from the shoreline of Lake Crescent,and to clean the grounds of all dimensional lumber, trash and non-natural materials.Once the structures were removed,the ground was rou ghly re- graded to approximately match the grade surrounding the property.Part two of this project consisted of removing approximately 200 pilings and miscellaneous dock structures from the shoreline and shallow shoreline around Lake Crescent and to install approximately 6 new pilings at two different locations.The project location was on Lake Crescent,the second cleanest lake in the world,and located within the Olympic National Park in Washington State. Project included installation of erosion control,clearing of trees and brush,removing 10,000 cty of overburden and importing placing and compacting approximately 50,000 tons of gravel borrow for Drill Rig to set up on top of. Completion date:October 18,2012 Project Value:1.5-2.5 million This Pad and road work was one of three that were similar in size and value,completed in the past year. 14 Michael Brinkmeyer,Senior Project Manager Michael has an MBA in Project and Construction Management and a CDT,Construction Document Technologist 2010 certification.In addition he has well as over 20 years of experience managing general construction projects and building remote oil drilling pads and pioneer access roads,as well as providing oil rig support,upgrading fuel pipelines and reclaiming gravel pits or drilling mud containment areas in challenging environments exceeding $1 billion in projects.He is well-versed in government/public and private projects,excelling in practicing field safety and understanding agency procurement policies and procedures and contract administration.His work has spanned across Western United States.After recently living and working three years within the North Slope Borough in Barrow,Alaska,he is now back as a resident of Anchorage.He has a proven track record of successfully overcoming obstacles and meeting project schedules within budget. Access Dock A floating polyethylene dock that is air-transportable will be provided.The dimensions are approximately 6-8 feet wide and 20 feet long.It is a low impact unit and easy to setup.This dock will allow floatplanes to dock so cargo can be unloaded for transport to the camp and for passengers to walk to the shore. NAD 1983 UTM Zone 6 (R} DATA Sources: AK DNR,CIR},BLM,ESRI KC) Tyohae «Cees Date:2/22/2013 OD.Kroto wN [om] Description of Facilities Description of Shelters and Age Tyonek Contractors,LLC's (TCLLC)subcontractor,Taiga Ventures,has an available inventory of soft sided shelters less than 5 years of age.These shelters are constructed on heavy-duty insulated floor panels with door ends,window ends and dividers.The shelters are insulated to withstand Alaska's'harshest summer and winter conditions.TCLLC will layout the camp and use a combination of 12'x12',12'x20',16x30',20'x26',20'x30',24'x50',and 24'x76'shelters to accommodate AEA requirements.The camp will be built with walkways to reduce mud and erosion,and we will stick build the central corridor for the Lot #1 camp. Smoke and Carbon Monoxide Monitors All enclosed structures will be outfitted with smoke/carbon monoxide detectors,fire extinguishers,and safety signage to provide a safe environment throughout the camp.The combo Smoke/Carbon Monoxide alarms are typical 12v battery operated manufactured by Kidde,Model No.KN-COSM-B.One alarm will be placed in each 12x12'sleeper tent,and two alarms wil]be placed in the divided 12'x20”sleeper tents.All other structures will be furnished with the combo alarms,the number depending on size of the structure. Sleeping Shelters Typical sleeper shelters used are 12'x12's and 12x20's.The 12x12's are furnished to comfortably sleep two people,while the 12'x20's can be divided into two 12'x10'rooms to comfortably sleep four people.Depending on clients'needs,the tents can be furnished with cots and foam bedding or bed frames and mattresses.Each sleeper tent comes with electrical hookups,lighting,table,chairs,heat source (electric or diesel drip Geostove),and safety package. Office and Storage Facilities Office and rock core storage tents are requested by AEA for specific usage.The office will be furnished with tables and chairs and excess electrical power for laptops and re-charging stations. Phone service and internet capability will be provided by NIA or Microcom satellite.The rock core tent is furnished with tables and chairs and one refrigerator and one freezer for sample storage.Both shelters are also used for extra client equipment storage,dry food,and camp consumables storage. Utilities and Shop Facilities Utilities/shop tents are used to cover water systems,generators,and heavy equipment.Fresh- water systems are designed to treat coliforms,nitrates,bacteria,hardness,heavy organic loading, particles,and protozoans.Graywater systems are sized upon camp population and discharge away from the camp and any water bodies.Both the freshwater and graywater systems are DEC approved.A 90Kw John Deere generator as primary and a 60Kw Lister for back-up power.Our generators are in new condition,serviced regularly,and will provide power to the entire camp. Fuel Containers TCLLC also specializes in fuel bladders,containments,and pumping systems.We have 1000, 3000,or 10,000 gallon bladder systems available.All hoses are arctic grade to handle extreme cold weather and the fuel is filtered to aviation standards.One 10K bladder will be provided for camp fuel,and two (2)1K systems for avgas and jet fuel.These sizes can be adjusted if AEA chooses.Please see Picture No.8 that is a typical setup for a 3,000-gallon bladder system. Camp Managers The proposed camp managers have extensive experience running remote camp operations and equipment.One has 15 years experience and one has 5 years experience.The camp managers' duties will include working safely at all times,coordination with the client on daily scheduling, maintaining camp equipment,trash removal and waste incineration,laundering bed linens weekly and coordinating resupplies.Camp managers will maintain community areas,such as the dining area and shower and restroom facilities.AEA employees are responsible for the daily upkeep of their sleeping and work quarters. Camp Cooks and Prep Cooks The proposed camp cooks have extensive experience cooking for remote field camps around the State.Each of the cooks have experience placing orders via satellite phones and understand the complications remoteness can have due to weather,short notice changes and logistics.The cooks create their own menus and take suggestions from the on-site clients to keep a happy crew. All dishes are prepared fresh daily and will leave the crews energized to complete their field studies. Beds Available The setup for this proposal includes 60 beds.The number of camp staff who will be located at the camp at any given time will number 5,leaving 55 beds available to AEA for the purpose of housing project staff. 35 Operations and Services Operations/Permits/Mobilization Not only does Tyonek Contractors,LLC's subcontractor,Taiga Ventures,have the equipment, but they have the experience and knowledge to use it right.Taiga Ventures is proposing an economic and safe option for freight,crew transportation,and site location.Before the camp is even pulled from inventory,they will permit the camp services.These permits may include: temporary water usage,fish habitat,temporary camp,land use,food establishment,food plan review,wastewater discharge,and spill prevention control and countermeasures plan.This proposal is based on using heavy lift UH1 helicopters for camp mobilization and demobilization. Logistics Taiga Ventures has its own expediting division in both Anchorage and Fairbanks to shop groceries,supplies,and/or parts to resupply the camp throughout the project.The expediting department is also capable of hauling heavy supplies to the proposed site.We intend to resupply the camp on a weekly basis but can adjust the schedule to meet the needs of support clients, support staff,and camp schedule. Safety and Security Taiga Ventures/Tyonek is committed to project and client safety.Taiga Ventures'Safety Handbook will be available upon award of project.Employees wear full PPE during construction.We are committed to Zero Incidents goals for ourselves and our guests and have not had a lost time injury since 2011.We can provide assistance to the client to conduct Safety meetings.For enhanced project safety,we can recommend installing bear fencing and typically send shotguns with bear cracker shells to remote camps. All tents have smoke/carbon monoxide detectors,fire extinguishers,and safety signage to provide a safe environment throughout the camp.Electric bear fences will be constructed aroundthecamptoensurewildlifeisdeterredduringtheprojectforsecurity.Security at remote camps /is limited by the open access to most buildings in a camp environment.We can provide keyed door locks for the sleepers but usually they are left unlocked as keys get lost in camps.Security has to be stressed to the individual campers to control their private belongings. Communications Systems The communications system will be satellite based and provide fast and reliable remote internet and phone service that is difficult to find in remote Alaska.The equipment is NSF,FDA,and approved by DEC in many remote camps around the State.The camp manager is familiar with all of the equipment's maintenance schedules and operations.Our communication systems usually consist of NIA satellite links providing continuous up and down load using multiple routers to segregate project and personal traffic.Phone service is VOIP using the internet. Radio communication and hand-held FM transceivers can be provided at additional rental costs. 36 Emergency Response Emergency response can consist of contractor provided medics (not included in this proposal), agreement that the helicopter contractors will provide medevac service to Fairbanks or Wasilla hospitals,and fire safety equipment and briefings for guests. Health Standards Health standards in the kitchen and common use shower laundry are maintained with disinfectant cleaning of facilities daily,fresh water and discharge gray water sampling and treatment.We use DEC approved Campwater UV/chlorination modular treatment plants for potable water and DEC approved Lifewater Graywater discharge treatment plants.Black wastes are encapsulated by the Pacto toilet systems and incinerated daily. Power Maintenance Power maintenance will consist of 90kw John Deere generators supplemented by 60kw backup Lister generators.Fuel storage is in containment and inspected daily. Camp Expansion The proposed site does have space available to accommodate camp expansion if needed.If such expansion is greater than 10 additional crew members,the kitchen/diner and shower/laundry capacity will have to be increased as well as adding sleeper tents.If the size needs to dramatically expand we would need 45-days'notice to modify the shelters,increase power,add to the walkways,increase staff for cooking and maintenance,and permit the expanded size camp.If less than 10 crew need to be added,and the overall camp population remains at 60 average,Sleeper units can be added in 7 to 14 days. Other Services Tyonek Contractors LLC intends to use Tyonek Native Corporation lands at Fog Lake (approximately 62°47°44.75”N,148°30'10.30”W)located within the 10 mile operating zone for Lot 1. 37 Additional Terms and Conditions Following are additional Tyonek Contractors,LLC terms and conditions included in this proposal.While these are issues that either need clarification or are excluded from the proposal, this list should not be considered as complete or all encompassing. 1. 2. 8. 9. Minimum 45 days'notice prior to operational date is required to mobilize equipment and begin acquiring permits. This proposal is based on five (5)month seasons for 2013 &2014.Operations costs (wages,camp equipment rental,&subsistence)will be charged for actual days worked. This proposal assumes Tyonek Contractors,LLC's permit application for use of Summit airport for mobilization and demobilization airlift staging is approved. Field wages are estimated and could be impacted by weather,site conditions and transport.Field wages will be billed at actual hours. All subcontracted labor and support based on quotes effective February 15,2013.Rates for 2014 will be applied. A camp medic is not included in this proposal and should be addressed by AEA as a separate issue needing clarification of responsibility. Camp resupply needs will be met through the in-house Taiga Ventures expediting department and delivered to camp via dedicated or commercial freight.Supplies required by AEA or contractors for other than camp maintenance or subsistence will be invoiced at cost plus 15%.Expediting fees are $80.00 per hour. TCLLC assumes 1 floatplane flight per week for subsistence resupply.
