HomeMy WebLinkAboutMetlakatla to Karchikan Intertie 2013Mic| Douglas Ott \ Subject:MIC Proposal Review Comments CONFIDENTIAL CONFIDENTIAL CONFIDENTIAL HDR Alaska Main engineer,Paul Berkshire,is skilled at hydropower development engineering.He has much experience in SE AK.He is going to be very busy in 2013 -2015 with two new rural hydro projects under construction at King Cove (Waterfall Creek)and Hoonah (Gartina Falls).Additionally,he will be writing a feasibility study for upsizing the Tazimina Hydro Plant during this period.These projects are funded and will be under pressure to successfully execute them.(See Section 4,pages 6-8 of the proposal for detailed descriptions of these projects). lam concerned with over booking Paul's time and adequacy of his availability to provide the required PM services. There is little or no information on the plan and costs for managing the Met -Ketch Intertie. The expertise available on the proposed team in negotiating PPA is lacking. Section 5:lam listed as an additional reference for HDR Alaska Section 6:Approach to project.Ok for now;project scope has changed significantly since RFP was issued;still somewhat unclear what the selected firm will do.(Perhaps review McMillen's work product?) Section 7:Project team.All appear to be highly skilled and adequate experience.Keith Ferguson,dam engineer, is not registered in Alaska. Cost:Fees are laid out ok and considered in the high range (typical for HDR).They generally do good work and produce reliable results. Hatch has proposed Dryden and LaRue for transmission expertise.D&L are owned by EPS,who is the MIC Intertie designer of record. The proposal is well written and appears to address the work scope requested. The proposed Hatch team and its affiliated subcontractors appear to have skill sets well-matched to the services needed. The availability of key staff appears to be a good fit for the project needs. |am fisted as a reference on the Hatch proposal. Commonwealth It appears the PM proposed for this job is not registered as a professional engineer in the State of Alaska.It is uncertain if the company has registered to practice engineering in the State of Alaska.These licensing deficiencies would not be allowable under the terms of the REF grants. The costs associated with this proposal appear to be quite high. The expertise and experience level of the individuals proposed for both aspects of the work (intertie and Triangle Lake)appear to be well matched to the proposed tasks;they are well qualified. If FERC licensing is required for Triangle Lake hydro,the one year time frame proposed is underestimated. Minimum time for FERC licensing will be 3-4 years. Commonwealth has a contract with SEAPA for permitting/design of the Kake -Petersburg Intertie;this compromises their relationship representing MIC in negotiations with SEAPA for the PPA for the MIC Intertie. Anchorage Southern RegionInsidePassage:AEA History,Culture and Demographics Metlakatla means "saltwater channel passage"and was founded by a group of Canadian Tsimshians who migrated from Prince Rupert,British Columbia,in 1887,seeking religious freedom.They were led by Reverend William Duncan,a Scottish lay priest of the Anglican Church (Church of England),who had begun his missionary work with the Tsimshians at Fort Simpson,BC,in 1857.Rev.Duncan traveled to Washington,DC,around 1886 to personally request land from President Grover Cleveland for the Tsimshians.The island was selected by a local search committee,and by 1890 there were 823 residents. Congress declared Annette Island a federal Indian reservation in 1891.Residents built a church,school, sawmill,and cannery and constructed homes in an orderly grid pattern.Duncan continued to inspire and lead his followers until his death in 1918.In 1927,the community built a hydroelectric plant.During World War II,the U.S.Army constructed a large air base a few miles from town,which was later used for commercial amphibian flights to Ketchikan.The U.S.Coast Guard also maintained a base on the island until 1976.The Annette Island Reserve remains the only federal reservation for indigenous peoples in Alaska. A federally-recognized tribe is located in the community --the Metlakatla Indian Community.It is a traditional Tsimshian community on the federal Annette Island Reserve,with an active economy and subsistence lifestyle.It is the only Indian reservation in Alaska.The community was not part of ANSCA. The 86,000 acre island reservation and surrounding 3,000 feet of coastal waters are locally-controlled and not subject to state jurisdiction.The community regulates commercial fishing in these waters and also operates its own tribal court system,including a tribal juvenile court and tribal appellate court.Salmon, halibut,cod,seaweed,clams,and waterfowl are important subsistence food sources. According to Census 2010,there were 527 housing units in the community and 493 were occupied.Its population was 82.7 percent American Indian or Alaska Native;10 percent white;0.4 percent black;0.1 percent Asian;0.7 percent Pacific Islander;5.9 percent of the local residents had multi-racial backgrounds. 3 Facilities,Utilities,Schools and Health Care A concrete dam on Chester Lake provides water to a 200,000-gallon water tank in the main community.A second water source,Yellow Hill Lake,serves Annette and the airport,but water is not treated.In the main community,a piped gravity sewage system provides primary treatment in an aerated lagoon with effluent discharge through an ocean outfall.Four-hundred- eighty-five (485)homes and the school are served by the system,and all are fully plumbed.The airport area uses individual septic tanks.The community's water system and landfill do not require state permits,because the reserve is not within state jurisdiction.Metlakatla Power & Light owns and operates the Purple Lake and Chester Lake hydroelectric facilities and the Centennial Diesel Plant.Electricity is provided by Metlakatla Power and Light.There are 3 schools located in the community,attended by 280 students.Local hospitals or health clinics include Annette Island Service Unit.The clinic is a qualified Emergency Care Center. Emergency Services have marine floatplane and helicopter access.Emergency service is provided by 911 Telephone Service and volunteers.Auxiliary health care is provided by Metlakatla Volunteer Fire/EMS/Ambulance. Economy Metlakatla's economy is based primarily on fishing,fish processing,and services.Because it is a federal Indian reservation,there are no local taxes.The community built a salmon hatchery on Tamgas Creek,which releases millions of fry of all five salmon species.The largest employer is the Metlakatla Indian Community,which operates the hatchery,the tribal court,and all local services.Annette Island Packing Company is a cold storage facility owned by the community. The cannery and two sawmills no longer operate.In 2010,40 residents held commercial fishing permits.The community is interested in developing tourism.Residents rely on salmon,halibut, clams,and waterfowl for food. The 2006-2010 American Community Survey (ACS)estimated 547'residents as employed.Thepublicsectoremployed19.2%"of all workers.The local unemployment rate was 16.1%'.Thepercentageofworkersnotinthelaborforcewas36.6%'.The ACS surveys established that average median household income (in 2010 inflation-adjusted dollars)was $43,672 (MOE +/-$6,320)'.The per capita income (in 2010 inflation-adjusted dollars)was $18,909 (MOE +/-$2,218)'.About 9.2%of all residents had incomes below the poverty level. The Southeast Alaska Power Agency ('SEAPA'or 'Agency')is a joint action agency organized and existing pursuant to the laws of the State of Alaska.The members of the Agency are the City of Ketchikan,the City and Borough of Wrangell and the City of Petersburg.Prior to restructuring of the Agency in 2009,the name of the joint action agency was the Four Dam Pool Power Agency.Copper Valley Electric Association,Inc.and Kodiak Electric Association,Inc. were also members.SEAPA's member utilities (Ketchikan,Wrangell,and Petersburg)provide electric utility services to their respective service areas utilizing power generated by components of the Agency facilities and purchased from the Agency under a Power Sales Agreement,which was executed in February 2009 as part of the Restructuring transaction.The Agency's office is located in Ketchikan,Alaska. The Agency facilities are principally comprised of the Swan Lake and Tyee Lake hydroelectric projects in southern southeast Alaska and approximately 175 miles of transmission lines spanning from Ketchikan to Petersburg.Power and energy from the Agency's hydroelectric projects are dedicated to Ketchikan,Wrangell,and Petersburg pursuant to conditions in the Power Sales Agreement. In 2009,the Agency completed the Swan -Tyee Intertie project which connected the Swan Lake and Tyee Lake hydroelectric projects.With the completion of that 57-mile segment, Ketchikan,Wrangell,and Petersburg became interconnected for the first time. Scope of Work Summary AEA Grant #7040068 -The proposed Triangle Lake hydroelectric project will be located on the west side of Annette Island near the route of the proposed Metlakatla-Ketchikan Intertie.The proposed hydro system is within a watershed that includes both Triangle and Lower Todd Lake. The project as presently envisioned will be comprised of a small embankment dam at the outlet of the lake(s),approx.1-2 miles of penstock and a powerhouse with an estimated combined capacity of 7.5 MW.The Triangle Lake watershed project will provide additional hydroelectric power to Metlakatla and,with construction of the Metlakatla-Ketchikan Intertie,to the interconnected electric systems of Ketchikan,Wrangell,Petersburg and potentially Kake.As part of the project's economic feasibility,improvements to current hydroelectric generation infrastructure will be conducted.This includes the feasibility of raising the dam height at Chester Lake to expand hydroelectric capacity.MIC will develop and own the Triangle Lake project. AEA Grant #7040074 -The proposed Metlakatla-Ketchikan Intertie is a 34.5-kV transmission line that will interconnect the electric system of Metlakatla Power &Light (MP&L)to the Ketchikan Public Utilities (KPU)and SEAPA system.The Intertie will include 14 miles of overhead wood pole transmission line to be constructed on Annette Island between Metlakatla and Walden Point and an approximate three mile submarine cable crossing of Revillagigedo Channel between Walden Point and KPU's Mountain Point Substation.The project will also include system upgrades to allow for the integrated operation of the interconnected systems' generating plants.Design of the Metlakatla-Ketchikan Intertie is nearly complete.Transmission poles have also been procured and are currently being placed in Metlakatla. Work Performed to Date Intertie -Construction of the 14 mile overhead line will be completed and energized mid- summer 2013.Review of the submarine cable specifications have been completed and updated.Permitting is approximately 90%completed. Triangle Lake Watershed Project -Energy production and construction cost studies were performed for Triangle Lake,Lower Todd Lake and Chester Lake Hydro Upgrade Projects as of July 2011 and January 2012 Decision Milestones/Phased Approach Be ve It is intended that a single project management office be established to coordinate,manage andimplementthemilestonesofbothgra068andgrant#7040074 to provide efficient and - "@ffective use of funds and expedite both projects toward completion in a timely manner: For the Triangle Lake Watershed Project: 1)Establish a Project Management Office and provide the following: i.Assist MIC with a staffing plan for Project duties and responsibilities, including but not limited to the name and contact information of:(i) the Project Manager;(ii)any key personnel assigned to the Project by MIC; Provide the Project Manager's resume. iii.A Project budget detailing design,construction,management,bonding and insurance costs,and other costs needed to complete the Project. A spending plan that details a schedule of reimbursement over the expected design and permitting phase to bring the project to construction ready. 2)A project development plan detailing a time schedule for permitting,design and construction,commissioning and commercial operation and project budget through completion of design and permitting with the following milestones: V. Scope of Services The Metlakatla Indian Community is seeking a firm to provide a Project Manager and overall project management for the remainder of both projects.In addition to meeting the above milestones,duties may include,but are not limited to,the following: 1.Review relevant project documents and studies including ongoing work tasks by consultants.Coordinate and attend a 'kick-off meeting with MIC and stakeholders,including,KPU,SEAPA,AEA,IPEC and S.E.Conference at a location to be determined 2.Monitoring and managing the EIS and permitting activities including the consultants and contractors currently working on the project. 3.Monitoring and managing the economic analyses that will need to be updated from time to time as new information becomes available. 4.Recommend additional analyses as required to accurately identify the cost of the projects,the cost of power delivered over the project to KPU and SEAPA 5.Although design of the intertie has been mostly completed,the final design and route considerations need review.Project Manager to coordinate all activities and studies. 6.Review past studies that have been done with regard to system stability within the existing KPU and SEAPA transmission systems,and through coordination with KPU and SEAPA,recommend additional studies as required to ensure that new loads delivered over the intertie do not impact the stability of existing utility systems. 7.Develop and update project development schedules with decision milestones. 8.Coordinate and hold monthly meetings with the Stakeholders,which may be by teleconference;however,some face-to-face meetings will be required.Prepare agendas and keep notes/minutes from the meetings 9.Periodic travel to Metlakatla to attend public informational meetings about the project will be required throughout the project development stages. 10.Review all submittals and reports from consultants/contractors and disseminate to appropriate parties.Review and approve all invoices for payment. 11.Assist MIC in the preparation of all RFPs or bidding documents required for the project.This will include the development of additional task orders for contractors or consultants currently working on the integrated generation and 12 13. 14. 15. 16. 17. 18. 19. 20. 21. transmission projects,contracts for final design,construction of the project and construction management,inspection and environmental monitoring activities. .As the projects move forward to construction,monitoring and managing the work and schedule of design and construction of the Project,reviewing payment requests and recommendations from the Construction Manager,General Contractor,Engineer,other contractors and consultants and ensuring required documentation is submitted,meeting with the Project participants as necessary, tracking and responding to Project correspondence,ensuring proper tracking and managing of Project documents including requests for information,submittals, and change order requests,ensuring proper maintenance of project completion and progress charts,preparing weekly and monthly reports,ensuring proper documenting of progress and maintenance of extensive document and photo records by the Construction Manager.The Project Manager will be the agent for MIC in reviewing and recommending change orders in a timely fashion,with authority to approve change orders (authority to be limited by amount and implications). Provide assistance to MIC in the development of any required power sales agreements,interconnection agreements and,in general,the business plan development for the project. Monitoring and managing the design,including the contract of the design Engineer. Coordinating with all critical agencies and entities involved in permitting and construction activities,including,but not limited to:FERC,US Forest Service, the Army Corps of Engineers,support entities,State of Alaska,Coast Guard and other appropriate agencies as required. Forecasting cash flow requirements and working with MIC to ensure adequate funds are available as needed to meet all obligations during all phases of the project. Assist MIC in determining the best and most appropriate method in contracting for the construction of the project (owner supplied materials or contractor supplied). Expediting receipt of critical equipment if required,and as needed,to ensure a smooth construction process. Maintaining a local office in Metlakatla during the construction phase as the principal working location for the Construction Manager,inspectors,and environmental monitors.An office is not expected to be required until the project reaches construction-ready status. Overseeing compliance with all state and Federal permits. Preparing and delivering presentations on project status,both written and oral with audiovisual assistance as needed,to MIC personnel and as requested,to Stakeholders,and applicable State and/or federal agencies. 22.Additional consultant services may also include: a)Conduct a formal load forecast for the MP&L service area. b)Evaluation of Metlakatla's hydro resources indexed to weather station data Phased Project Approach Although firms are being requested to respond with a proposal to provide Project Management services for the entire project through construction and commissioning as indicated within the Scope of Work listed above,the contract for these services will be awarded in phases.If the project is determined to be economically viable and funding is in place to proceed into construction,a second phase for Project Management services will be awarded which will carry the project through construction and commissioning. The proposal must address,at a minimum,the following points: 1.Provide information that documents the qualifications of the firm and the individual(s)who will carry out this assignment. 2.All applicable rates,prices,(excluding mark-ups,which are not paid by MIC), fees and estimated overall cost with a detailed breakdown by man hours, expenses and costs. 3.Provide evidence of experience working on projects that are remotely located and required intense logistical coordination. 4.Provide a firm résumé that identifies three similar projects successfully accomplished in the past.For each experience project submitted,provide the following information: Project name and description. Project location. Date of completion. Owner. Owner's representative and phone number. Description and dollar value of the installed system or project. g.Name and responsibility of key employees involved with the project. 5.Provide at least three (3)additional references (names and telephone numbers/e-mail)that may be contacted by MIC in completing this evaluation. 6.Describe the general approach you will take in completing the work.™ oaoow 7.Identify key personnel to be assigned to this project including qualifications and specific responsibilities of each.(If different than the names on the projects listed in Item 4,submit additional experience on other projects of similar size and complexity to demonstrate the required experience of the key personnel to be assigned.)The Project Manager must have at least five (5)years experience in successfully managing projects of this type. 8.Indicate your capacity to complete the required work and to do so within the currently estimated Project schedule. 9.Any exclusions,conditions or qualifications of the proposal. 10.Include any additional items or information you judge to be pertinent or beneficial to MIC in evaluating your proposal. Selection and Award Selection will be made primarily based on the following,importance-ranked criteria. 1.Experience with generation and transmission line construction and the management of complex engineering projects in a challenging remote environment involving intense logistical support. 2.Experience with Alaska generally and Southeast Alaska in particular in carrying out similar projects. 3.Key personnel proposed for the project. 4.Appropriateness of the proposed general approach to the work,as described in the written proposal. 5.Capacity to respond to the required work in a timely and efficient manner. 6.Competitive pricing. 7.Completeness and quality of Proposal. MIC will evaluate and rank all proposals received based on the above criteria and will attempt to negotiate a final scope and budget with the highest ranking proposer.If successfully negotiated, MIC will award the contract to the selected proposer.In the event that the selected proposer is 10 unable or unwilling to alter the scope or budget or key personnel proposed or any other aspect of the proposal necessary to meet MIC's requirements,or is not agreeable to the terms and conditions of MIC's contract for services,negotiations will then be initiated with the next ranked proposer. Right of Acceptance and Duration of Proposal Validity MIC reserves the right to accept other than the apparent lowest-priced Proposal,and to reject any Proposal in whole or in part,or to reject all Proposals,with or without notice or reasons, waive any informalities,and if no Proposal is accepted,to abandon the work or to have the work performed in such other manner as MIC may elect. Proposals are to remain valid for acceptance by MIC for a period of one-hundred and twenty (120)calendar days,commencing on the date set for receipt of proposals.
