ASSOCIATION IMC Progress Report Douglas Substation Upgrades April 6,2016 Alaska Energy Authority &Matanuska Electric Association have been working on the Douglas Substation Upgrade design and the following is a progress report on the project: e MEA and AEA project management staff and legal counsel have met several times to plan this project and address the need for AEA to comply with its procurement code and MEA to properly manage its distribution equipment and access to its property at the substation site. e MEA is managing the design of the upgrade.Design work to be performed by Electric Power Systems. e The new substation equipment will be housed in a new modular structure to be fabricated, tested and commissioned at the fabricator's shop. e MEA has drafted a Memorandum of Understanding (MOU)to clarify and memorialize the roles and responsibilities of all project stakeholders.The MOU is in review and should be available for IMC review before the end of April. e AEA and MEA agreed to split the scope and costs according to the transmission/distribution split (70/30)in the purpose of the new equipment. e Due to the procurement and fabrication timelines,the new module will be fabricated in the fall of 2016 and installed in the spring of 2017. e The IMC SCADA/Metering/Communication Subcommittee has met to agree upon the communications infrastructure.A follow up meeting with Schweitzer Engineering Laboratories is schedule on April 14"to discuss a proposed solution.Agreement on this is required to move the design forward The following items are to be completed Engineering Conference Room Teeland Bypass Substation -Application Review Report February 19",2016 Mr.Allen Gray, The Engineering,Relay,&Reliability |OC Subcommittee met on January 22"in the offices of ML&P to review the application and drawing set presented by MEA for Teeland Bypass Substation.This was done at your request per your email on 12/24/2014.See Appendix A. Technical Feasibility: Our committee found the drawing set for the substation to technically sound.There was some information missing from the drawing set that we feel would be best to have included in the drawing set before final approval is given.They include: 1.Tripping of breakers on the 115kV side of the Auto-Transformer for transformer and/or line protection relays. 2.If syncing of 138kV breakers is not to be done by the line protection relays, inclusion of a description of how this is to be accomplished. 3.Show transformer sudden pressure tripping of breakers required to isolate the Auto-Transformer. Intertie Interconnection Standards for Railbelt Transmission: The Interconnect Standards list several required studies that need to be performed. (907)451-5624 (907)451-5657 fax studies.However,it should be noted that in their draft motion,which was included in their application,they state the following:"...conditioned upon:(1)the lOC review and approval of relay settings;and (2)completion of |OC-required studies demonstrating no reduction in intertie reliability.”See Appendix C for complete draft motion.This statement seems to indicate that MEA does intend on completing studies to prove no reduction in intertie reliability. The application did not appear to address who would maintain,operate,and own the new substation.This should be addressed. Once the studies that MEA plans on performing are identified,we could review the application in more detail. A workshop meeting was set up for January 21 in Fairbanks for the IMC committee to review the standards line by line. 7B.Douglas substation upgrade proposal Following up from the last meeting,Mr.Warren stated no reappropriation is needed to use the existing appropriation originally appropriated for the extension of the intertie.Because MEA (private)owns 30%and AEA (public)owns 70%of the asset drafting up a contract is difficult but doable.Mr.Warren will be working with Mr.Kuhn on a draft contract. Teeland bypass substation proposal Mr.Wick stated the proposal for MEA to construct a new substation to directly connect MEA's 115kV transmission system to the IMC controlled 138kV line between Teeland and Douglas substation has been sent to the Engineering,Relay and Reliability subcommittee (ERR)to review. The ERR will submit their recommendations by January 28. 8.NEW BUSINESS 8A._Election of chairman Chair Joe Griffith announced his resignation due to his retirement from MEA after 28 years of service.His last day is January 11,2016.Nominations were given.Mr.Borgeson nominated Mr. Mark Johnston from ML&P as Chair. Motion:Mr.Borgeson made a motion to close nominations for chair and elect Mr.Johnston as chair.Motion seconded by Mr.Hickey.The motion passed unanimously. Since Mr.Johnston was not present,Mr.Hickey (Vice-Chair)took over the meeting. 9.REPORTS 9A. Intertie Operating committee report /Operators Report Mr.Warner gave the Operators and IOC reports. 10...BUDGET COMMITTEE REPORT --ML&P/GVEA At the last meeting the committee added $100,000 to the budget for the reliability standards update. Mr.Warren presented an updated budget with the figures.$1.9M has been budgeted for FY16 and as of 9/30/15 expenses totaled $200,000.Most expenses come in at the end of the year (June). 11.COMMITTEE ASSIGNMENTS System Studies Subcommittee -Do a system wide data collection of generation dispatch,event recorders and PSSE,and run a benchmark against the 12/30/15 line trip. 10.NEXT MEETING DATE Call
