Motion seconded by Mr.Warren.The motion passed unanimously. 7.NEW BUSINESS 7A.FY17 Budget Approval The proposed budget was published for 30 days for public review and no comments were received.No adjustments were made by the committee. MOTION:Mr.Borgeson made a motion to approve the fiscal year 2017 Intertie budget as presented.Motion seconded by Mr.Izzo.The motion passed unanimously. IMC Meeting Minutes-June 30,2016 Page 2 of 2 7B.Reliability Standards and RCA Docket I-16-002 The RCA docket requested a progress update from the utilities and AEA on the operating and reliability standards with the IMC and HEA;an update on the spinning reserves;and input on cyber security.Mr.Izzo suggested the IMC submit a combined response regarding the reliability standards and the spinning reserve to include a brief paragraph regarding the reliability standards workshop on July 19.The committee agreed to submit a combined response regarding the reliability standards and the spinning reserve but to address cyber security independently. 8.INTERTIE OPERATING COMMITTEE REPORT /OPERATORS REPORT There were no reports. 9.COMMITTEE ASSIGNMENTS Kirk Gibson and the IOC will work on the draft RCA response. 10.NEXT MEETING DATE -July 19 A half day review of the final reliability standards will be at Chugach Electric at 9 am. Electric Power Systems (EPS)was selected to provide engineering services for this project.EPS'scope of work for this project includes:conducting a planimetric and topographic survey of the existing substation,conducting a geotechnical investigation of the existing site to be used in the design of the foundation for the metal-clad relay enclosure,preparing the design package based ona metal-clad structure witha steel skid base,completing drawing and material specifications for a raceway system to deliver circuitry as required,performing the auxiliary electrical design,developing construction specifications and bid documents with bid unit descriptions,bidding assistance,and an providing an engineer's estimate for overall construction. Progress to Date: IOC Metering and Relay Subcommittees have met several times to come to a consensus design basis for relay schema and SCADA network topology.The groups are currently reviewing what should prove to be the final design basis.Concurrently EPS is incorporating this information into the relay enclosure design EPS has provided to Matanuska Electric Association (MEA)the following: e Conceptual site plan e Control Enclosure Design Guide ®Control Enclosure Concept e Budgetary Construction Estimate The following tasks have been completed: e Relay enclosure procurement package e 1!0C sub-committees have commented on the relay enclosure final design and one change has been submitted to the engineer based on these recommendations ; e AEAhas the engineers'procurement package for execution of the Relay Enclosure procurement Budget: The project budget and expense update will be included in the next status report.There are no significant project cost departures noteworthy as of this reporting date.
