Subject:SEAPA Seattle Meeting Jim, |am preparing the agenda for the Seattle meeting and want to give you a heads-up on the issues |would like you to address.This will be your opportunity to address the board about the IRP and display your confidence that this planning process is under control,on track and the results will indeed benefit the region.There is still not a high level of board confidence and |would characterize it best as 'guarded optimism'.But the proof is in the pudding and your job will be to convince the board that this study will indeed accomplish what an IRP is intended to accomplish.With that said,here are suggested topics to cover: 1.Be candid with the problems to date -the delays,lack of input on the Scope of Work,the initial lack of load forecasts. Provide assurance that you believe the study is back on track. Explain how public outreach will be accomplished which,in my mind,is crucial if you want broad stakeholder support. Provide your understanding of the region's energy issues including issues raised by us including load forecasts, demand side management,project financing,risk &reliability concerns,etc. Most importantly,explain and provide the board with the expected outcome from this study.What will the final study results provide the region and why is this important to the stakeholders in the region and whyis it important to the State and AEA. You should address the 'import'of power over the AK/BC intertie addendum to the B&V contract. You should address the Kake-Petersburg Intertie.You should explain the State's position on the project and provide a proposal if you want SEAPA to be involved.The 'Roadless'issue and OVK's role in the lawsuit does not sit well with the board,|suspect. You should explain why the State insisted on conducting the SEAPA IRP and the benefits to the SEAPA communities/utilities in taking this approach. In summary,|think the board wants to hear that you have confidence that the IRP will indeed provide a roadmap and direction for meeting the energy challenges in the SEAPA region. With respect to the Black &Veatch role,|am requesting you request Black &Veatch to address the following: 1.The goal of the study is to provide a framework and roadmap for meeting the region's energy challenges in the future.|would like them to explain how they have accomplished this for others.They need to display confidence and competence that they can get this job done right. They have been under contract for a couple months and have been to Ketchikan and Petersburg (maybe Wrangell too).|would like them to address the specific attributes and challenges in the SEAPA area that they have recognized in their reconnaissance. Demonstrate and explain the methodology they are using and provide a schedule for meeting the major milestones of their contract. Explain with examples what the expected deliverables will be including their load forecasts for the region. Explain how they intend to involve the public throughout the process.They should be detailed here with specific examples of public involvement. 7. 8. 9. Explain how they intend to propose and attack 'demand side management'with examples of how this has been accomplished in other areas or within other similar studies. Explain how the SEAPA portion of the IRP will integrate with the overall SE Alaska final product. Explain how,with examples,the financing of projects will be addressed in the study. Explain the export/import (assuming a contract amendment is signed)issue and provide a list of issues that will be reviewed with respect to this topic. 10.Explain to the board why Black &Veatch is the right firm to conduct this study. 11.Last,but not least,take input from the board and listen to their concerns.
