CALL TO ORDER Chairman Mark Johnston called the meeting of the Intertie Management Committee to order on May 16, 2017 at 2:02 p.m. 2. AGENDA APPROVAL Mr. Warren requested to add an agenda item 7C – Discussion of R&R accounts. MOTION: Mr. Kuhn made a motion to approve the agenda. Motion seconded by Mr. Hickey. The motion passed unanimously. 5. PUBLIC COMMENTS None 6. APPROVAL OF PRIOR MEETING MINUTUES – Feb 17, 2017 Mr. Kuhn noted a correction on page 3, second paragraph, last word to be “enclosures” vs. valves. MOTION: Mr. Warren made a motion to approve the minutes as amended. Motion seconded by Mr. Kuhn. The motion passed unanimously. 7. NEW BUSINESS A. RAILBELT STANDARDS RECONCILIATION Mr. Wick gave an update on revising the Railbelt Standards AKRES-001-1 (Reserve Obligation and Allocation) and AKTPL-001-4 (Transmission Planning Performance Requirements). The System Study Subcommittee will complete a study on the reserve requirements of the Railbelt due to the new generation and transmission systems. Once they establish a policy on how the May 16, 2017 IMC Meeting Minutes Page 2 of 3 reserve obligations will be handled, the IOC will then determine what the utilities allocation will be. The TPL standards were updated to clarify statements that meeting transmission standards could be accomplished through operational changes and does not require building a new transmission line. A redline version was requested by Mr. Hickey. B. PRELIMINARY FY18 BUDGET Mr. Warren presented the proposed FY18 Alaska Intertie budget that has been approved by the Budget Subcommittee. There was one large budget item amount of $325,000 under Miscellaneous Transmission Expenses that was explained as $300K is set aside for the System Study Subcommittee to complete the study on the Reserve requirement and the remaining $25K is for model upgrades/updates. No changes were made to the proposed budget. MOTION: Mr. Borgeson made a motion to recommend the presented budget go out for public comment for approval next month. Motion seconded by Mr. Hickey. The motion passed unanimously. C. DISCUSS R & R ACCOUNTS Mr. Warren stated the AEA board asked why an R&R (Reserve fund) account was not put in place in the original agreement for the construction of the Alaska Intertie. He did not know the answer to that question, and noted that the Amended AIA allows for an avenue for an R&R account to be put in place while the original did not. Mr. Warren said the asset is 30 years old and will require more care and upkeep in the future than it has over the last 30 years. He recommended a subcommittee look at what would be required to have an R&R account and how it could be put in place. He is not suggesting the intertie has not been well taken care of in the past but rather that an account for catastrophic events or major replacements should be considered. 8. IOC / OPERATOR’S REPOT – ML&P/GVEA Mr. Warner gave the operators report. Kirk Gibson gave an update on the Standard Compliance Committee. A draft MOU with an organizational concept for the Railbelt Interconnected Transmission Counsel was sent out to the committee members for discussion. Their next meeting is scheduled the beginning of June. 9. COMMITTEE ASSIGNMENTS Budget Subcommittee to investigate a creation of an R&R account. 10. NEXT MEETING DATE The next meeting is tentatively scheduled for June 28, 2017.
