Regular Meeting - MEETING MINUTES
Friday, April 20, 2018 in Anchorage, Alaska
1. CALL TO ORDER
Chairman Mark Johnston called the meeting of the Intertie Management Committee to order on April
20, 2018 at 9:00 a.m.

4. AGENDA APPROVAL
MOTION: Mr. Hickey made a motion to approve the agenda. Motion was seconded by Mr. Borgeson.
The motion passed unanimously.
5. PUBLIC COMMENTS
None
6. APPROVAL OF PRIOR MINUTES – February 2, 2018
MOTION: Mr. Borgeson made a motion to approve the minutes of February 2. Motion was
seconded by Mr. Izzo. The motion passed unanimously.
7. OLD BUSINESS
A. IMC Reserve Fund
Ms. Garner gave information regarding establishing a reserve fund which can be established by a
resolution only per AIA 7.1.2.4. If established, expenses can be spread over many years. Mr. Borgeson
inquired about the remaining grant money from the state appropriation for the construction of the
SVC’s. Mr. Warren stated it can only be used for an extension or upgrade of the Intertie per the
original appropriation language unless there is a reappropriation. Mr. Izzo requested what the fund
would be for a five-year period. The budget subcommittee will meet with the IOC to come up with a
list of projects that could be included in this fund.
B. Discussion on Confidentiality
Mr. Bjorkquist stated a memo was distributed stating that AEA can, by Statute, keep cyber security
information confidential even though they are a public agency. The six utilities have formed a cyber-
security working group outside the IMC and are working on a scope for standards.
8. NEW BUSINESS
A. IMC FY19 BUDGET
Ms. Garner presented two draft budgets. One showing usage at estimated user projections and the
second budget set at the minimum contract value based upon the AIA 2nd amended agreement which
