September 27, 2019
1. McKinley Fire Summary
The McKinley Fire incident command recognized the importance of critical infrastructure and
committed resources to restoring road and rail traffic, as well as, the restoration of electrical service
and the protection of the Alaska Intertie. Ground teams and aerial resources were able to protect the
Alaska Intertie and it sustained no damage. MEA crews were able to work alongside fire fighters in
order to clear trees that that were damaged due ground fire destroying root systems. Slash from the
cleared trees were removed through controlled burns. Facilitating restoration of the distribution
system.
2. SCADA and Telecommunications Subcommittee Efforts
Chugach continues work to identify the information that will assist in situational awareness for all the
Railbelt interconnected electric utilities.
3. Engineering, Relay and Reliability Subcommittee Activity
Settings are in the works for providing the needed changes to out of step protection and alarms. Settings will be
required for both Teeland and Douglas that distinguish between a zone trip and a out of step trip.
4. System Studies Subcommittee
The system oscillation study is progressing. Issue were identified during Siemens Model/Data Review
and Validation work; however, benchmark dynamic analysis has now been provided for review.

History:
The ITF Alaska Intertie SVCs Fund was setup to account for a trust account
that AIDEA is custodian of for the benefit of the Utilities involved in the
Alaska Intertie Project. This Trust Account is for the purpose of paying for
expenses related to the Static Var System. The account is held at Key Bank.
Any disbursements will be requested by the operating committee or the
Utilities. No trust fee is charged to the account as AIDEA/AEA has a
blanket trust fee agreement with Key Bank for all accounts held by Key
Bank. This trust fund will last as long as the Intertie Mangement
Committee (IMC) requires it.
