1. Intertie Operating Committee (IOC)
a. The IOC last met on November 10, 2020.
b. ICCP Data Exchange
i. A draft document is being circulated to IOC participants for comment and
will be discussed at the next IOC meeting. The goals are intended to
improve the data exchange process between utilities , operational
awareness for system operators and streamline the post event analysis
process.
c. GVEA inspection report – Towers #382 to #766
i. GVEA performed an aerial inspection of the northern section of the
Alaska Intertie on August 19, 2020. The report provided several
deficiencies that will need to be addressed . The most notable were
foundation concerns at towers #701 and #739. GVEA crews and
engineers plan to revisit both towers in March 2021 to perform an onsite
inspection for the purpose of correcting observed deficiencies.
d. Operating Reserves
i. The IOC is exploring potential changes to the Reserve Capacity and
Operating Reserve Responsibility Agreement (Exhibit H) of the Alaska
Intertie Agreement. During our November IOC meeting, MEA presented
an option to allocate the spinning reserve portion of operating reserves
based on the load ratio share for each participant in the reserve sharing
group. We also discussed that the allocation of spin will not be included
in the scope of work for the spin study. Allocation will be a policy issue ,
informed by the outcome of the reserves study to meet the requirements
included in the Railbelt Reliability Standards.
e. Joint policy and procedures review of the Railbelt Reliability Standards
i. MEA has invited the utilities to review a proposal provided by AESI to
develop a common compliance program for the applicable Railbelt
Reliability Standards. A meeting is scheduled for early January between
the Utilities to discuss this further.
f. The IOC approved the removal of a 230 kV breaker located at the Teeland
Substation that has been electrically disconnected and bypassed for several
years. Removal was necessary d ue to recent earthquake damage to the breaker
foundation. Removal took place in mid-November 2020.
g. The IOC is Updating Exhibit E of the AIA agreement to reflect the Southern
Controller and LBA changes related to the acquisition.
h. Vegetation Management
i. The Operation and Maintenance Subcommittee r eviewed and approved a
vegetation management contract managed by MEA to clear the 100-foot
ROW between towers 1 and 69 located between Douglas Substation and
Caswell Lake Road. There were 4 bids considered, the contract was
awarded to Clear Excavating LLC.
ii. The IOC assigned the Operations and Maintenance Subcommittee to
work with GVEA and MEA in the development of a vegetation
management plan for the Northern and Southern sections of the Alaska
Intertie.
i. Reserves Study
i. The SSS Committee is currently reviewing the scope of work including the
deliverables . MEA will manage the vendor contr act and work closely with
Chugach the manage the overall project.
j. Marker balls – AEA found in their archives a correspondence between the FAA
and APA dating back to 1986. The correspondence provided that the Alaska
Intertie, upon an inspection by the FAA, is determined to be hazard to air
navigation until such time additional marker ball are installed. The FAA provided
a list identifying structure locations that need to be addressed by APA. Of note,
the marker balls that were added to the Alaska Intertie due to this
correspondence were never added to the as-builts. MEA is reviewing the list and
comparing to the work that was done in the summer of 2020 to determine the
impacts to the Intertie .
k. MEA crews are scheduled to make repairs to Douglas MOD 2S3 Tuesday
December 15, 2020. The repairs are taking place sooner than intended due to
the switch exhibiting higher infrared temperature readings during an inspection
on December 9, 2020.
