Intertie Operating Committee Report
January 29, 2021
1. Intertie Operating Committee (IOC)
a. The IOC last met on January 22, 2021.
b. ICCP Data Exchange / Centralized event reporting
i. IOC members have been provided two draft scoping documents relating to
real time and post event data exchange requirements between utilities. The
intent is to improve situational awareness for system operators and
streamline post-event data collection and reporting.
c. State Appropriation $1.8M
i. IOC requests AEA provide a response for why the full ~$6.7M is not available
for approved projects.
ii. Teeland to Douglas communication project. $1.3M
iii. Extend transmission from MEA’s Redington Substation to the Pt Mackenzie
area. This would be a joint project between AEA and MEA. Next step is to
determine feasibility and finalize cost estimates. This will need to include a
cost sharing agreement between AEA and MEA. $20M-28M
iv. Teeland – Douglas line route selection. Identify route and procure ROW
$7M-10M
d. Vegetation Management
i. MEA and GVEA providing their existing vegetation management plans for
their respective areas of maintenance responsibility for Intertie assets. Both
plans will be reviewed for completeness.
e. Current studies
i. Spin Study
1. The SSS Committee is currently reviewing the scope of work
including the deliverables. MEA will manage the vendor contract and
work closely with Chugach the manage the overall project.
ii. Oscillation Study
1. Chugach and AEA is working with PTI and GE to finalize settings for
the Intertie SVC Power Oscillation Damping settings, tuning and
testing. Tentative schedule is likely June 2021. IOC is working with
the various subcommittees and utilities to provide a schedule for the
remaining Railbelt resources identified in the study.
f. Railbelt Reliability compliance documentation development
i. Working with AESI, MEA developed a scope of work to develop Railbelt
Reliability Standards documentation framework. Utilities are currently
assessing the proposal and will meet next week to determine how we move
forward.

1. Intertie Operating Committee (IOC)
a. The IOC last met on January 22, 2021.

FY22 Budget Schedule
Schedule Task
1/19 Budget Subcommittee Meeting - Budget Kickoff - Request IOC & Budget Subcommittee begin work on FY22 budget information
1/20 - 2/26 IOC & Budget Subcommittee put together FY22 budget information and return it to AEA by February 26th
3/1 - 3/10 AEA will compile estimated costs, usage projections, and annual system demand into one draft budget, internal review
3/10 AEA provide draft budget to IOC Chair for upcoming IOC Meeting
3/12 IOC Meeting - discuss draft, recommend changes if necessary, recommend providing to IMC
3/15-3/19 AEA & Budget Subcommittee discuss & implement changes, prepare draft for IMC
3/26 IMC Meeting - share draft with IMC for discussion, recommended changes if necessary
3/29 - 4/15 IOC discuss questions from IMC and make changes as necessary
4/16 -4/30 Budget Subcommittee review questions/changes, AEA prepare draft
21-May IMC Meeting - approve budget to be posted for public comment
25-Jun IMC Meeting - AEA approve final budget
