Intertie Operating Committee  a. The IOC reviewed and provided input regarding the comments that AEA’s David Lockard  made to the vegetation management plan prepared by the Maintenance Subcommittee.   This is another step toward finalizing the plan.        2. System Studies Subcommittee  a. The System Studies Subcommittee (SSS) reported on the Synchrophasor Project.   An  RFP has been posted, and proposals were due December 2, 2022.    b. The System Studies Subcommittee reported on the Oscillation Study.    c. HEA plans to update the Nikiski and Soldotna power system stabilizer tuning next year.  d. Updates to the PSSE dynamic model for Bradley Lake are in progress, to be completed  before tuning of the Bradley Lake systems are done.  The SSS is working with EPS on this  activity.  e. The System Studies Subcommittee is working with the Dispatch Subcommittee to  develop policies and procedures to implement the recommendations of the reserves  study.    f. The SSS introduced their work toward implementing a Railbelt‐wide synchrophasor  system at the NWPPA E&O conference in Anchorage.      3. Dispatch and Operations Subcommittee  a. The Dispatch and Operations Subcommittee (DOS) reported that it has initiated work  with the SSS to develop and implement policies and procedures recommended by the  reserves Study.     b. The DOS reported on progress toward standardizing the procedures for accounting for  and responding to inadvertent schedule deviations.  c. The DOS provided an informal report on a proposed process to return balancing areas  automatic generation control back to tie line bias after a disturbances.     Intertie Management Committee Meeting Operator Report November 9, 2022 1. IOC quarterly Reliability Report For generation trips or transmission line trips where the loss of load is known, the Railbelt-wide frequency response is calculated. The magnitude of the tripped power and the change in frequency from the pre-trip value to the peak or nadir are used to calculate the MW/0.1Hz value often known as ‘Beta’. Chugach has calculated the Beta for several events and the table of the results is pasted below. Events without data for the MW magnitude of the trip were excluded, as were events that did not cause a frequency deviation of greater than 0.2 Hz. Frequency data is sourced from the Teeland Tesla disturbance fault recorder. MW data is sourced from Chugach SCADA, which receives data from other utilities via ICCP.
