ADJOURNMENT Intertie Management Committee Meeting IOC Report June 21, 2024 1. Intertie Operating Committee a. The IMC request an update on the clearing along the Alaska Intertie because limited funds have been utilized to date. MEA has a contract that was executed in May to clear approximately seven miles of line for approximately $380k. At this time there is no additional clearing planned on the line in fiscal year 2024. b. In February GVEA submitted two grant applications on behalf of the IMC, one for Synchorphasors and one for the Alaska Intertie Snow Load Remediation. Both of those grants have been approved, however the official award and the ability to spend on the grants is still pending with DOE. Timing of the award is unknown but expected sometime later this year. Upon official award, expenses can be charged to the projects and both projects can kick off in earnest. c. An updated draft primary frequency response policy was not available for review at the IOC meeting. However, the draft should be ready for the next IOC meeting and then moved to the IMC for review. d. The IOC reviewed and approved, with comments, posting a draft RFP for an IBR study. The SSS is managing this RFP and expects to have it posted in July. Funding for this study is included in the proposed 2025 IMC budget. e. The IOC discussed using the SSS to manage RRC studies. After discussion, it was recommended that the SSS advise the RRC on studies but that the SSS does not manage studies for the RRC. f. There have been ongoing issues with the SVC at Healy and these issues were discussed at the IOC. Specifically, thyristor failures have occurred, and faults have occurred due to what is believed to be inadequate filtering of harmonics. GE, the OEM for the SVC, has requested, and the IOC approved of, an additional $40k above the current budget for GE to continue working on the issue. In addition, AEA is planning to set up additional meetings with the utilities to discuss the Healy SVC. 2. System Studies Subcommittee a. An RFP has been awarded to EPS by the SSS to look at what the system impacts would be if the Alaska Intertie was upgraded to 230 KV. The study will look at capacity, stability, regulation, and other key factors that may be impacted by the upgrade. Study work is anticipated to be completed by the first quarter of 2025. This work has been included in the IMC’s proposed 2025 budget. 3. SCADA and Telecommunications a. Communication between Douglas and Healy has been established to allow for a future POTT scheme to be installed. In addition, right-of-way is ongoing for the communication upgrades between Anchorage and Douglas. It is anticipated that a preliminary right-of-entry (ROE) agreement will be reached by July at Douglas to allow design and construction at that site to move forward.
