Thayer, Executive Director FROM: Mark Ziesmer, Owned Assets Project Controller DATE: September 15, 2025 SUBJECT: Audit update FY 25 Budget vs Actual and Surplus There have been no notable updates since the draft presented at the July 25, 2025 IMC Meeting. At that time, the budget versus actual indicated a projected surplus of approximately $1.1 million, and I do not expect any material changes to that amount. FY25 AEA Audit My current focus is on completing tasks for AEA’s FY25 audit, which follows a defined timeline. Bradley Lake and Alaska Intertie-related work represents a significant portion of the AEA audit. The FY25 audit is progressing as expected, and AEA Finance remains on schedule to have the audited financial statements presented to the AEA Board on October 30, 2025. FY26 Budget vs Actual There were no expenses to report by the submission deadline for this meeting. The next update will be provided at the upcoming IMC meeting scheduled for December 5, 2025. Intertie Management Committee Meeting IOC Report September 19, 2025 1. Intertie Operating Committee a. Repairs to structure 616 are complete. b. The Committee discussed generator tuning coordination across the Railbelt utilities. GVEA volunteered to initiate a working group outside of the IOC to discuss opportunities to jointly study the interactions of generation assets throughout the Railbelt and coordinate tuning efforts. c. The Committee clarified a request for IMC direction on infrastructure upgrades for the Alaska Intertie (metering, CTs, calibration), asking whether to act proactively or wait for formal direction. (Concerning anticipated regulation by RRC) 2. System Studies Subcommittee a. Preliminary results are under review by the SSS for an impact study that focuses on upgrading the Kenai to Anchorage and Anchorage to Healy transmission lines to 230 kV. The original scope of work has been studied and they have begun analysis including a second parallel intertie circuit as requested in a previous change order. Those findings are anticipated for October. b. The SSS has commissioned a study to analyze the impact of a high penetration of inverter base resources on the Railbelt. Telos is still working on the dynamics portion of the study. They submitted preliminary results at the end of August. c. Grant funding for the Synchrophasor and snow unloading projects are currently waiting on grant agreements and cost sharing agreements review and signature by each participating utility. d. GVEA is creating an RFP for a Railbelt EMT model. The intent is to release an RFP and gather bids in time to evaluate including this project in the FY27 Budget. That work is ongoing. 3. Relay, Protection, & Control Subcommittee a. The committee plans to review and determine what is needed to provide GVEA remote access to Douglas after the Douglas control enclosure foundation repair is completed. 4. SCADA/Telecommunications Subcommittee a. Paul Johnson initiated contact to schedule a kickoff meeting for IMC-assigned communications improvements; no further updates yet. 5. Alaska Intertie trips to report There were no trips of the Alaska Intertie in the months of July or August. 3. IOC Quarterly Reliability Report For generation trips or transmission line trips where the loss of load is known, the Railbelt-wide frequency response is calculated. The magnitude of the tripped power and the change in frequency from the pre-trip value to the peak or nadir are used to calculate the MW/0.1Hz value often known as ‘Beta’. Chugach has calculated the Beta for several events and the table of the results is provided below. Events without data for the MW magnitude of the trip were excluded, as were events that did not cause a frequency deviation greater than 0.2 Hz.
