Detailed Community Results
Aleutians
The communities studied in the Aleutians Alaska Energy Authority Zone include:
• St. Paul
• Akutan
• Cold Bay
• False Pass
• Sand Point
• King Cove
• Unalaska
• Adak
• DOT Peninsula District
All communities are in the Maritime climatic zone with the exception of St. Paul which is located in the Transitional
climatic zone.
City of St. Paul- St. Paul has a combination of High Pressure Sodium (HPS), Metal Halide (MH), LED and Induction
lighting. The 116 fixtures range in wattage from 100 to 400 watts. St. Paul has no traffic lights. Please refer to Table
A-1 for more detailed information.
MH fixtures are used for the Harbor and Fuel Tank Farm area at 250W and 400W, the 175 W fixtures are located
around the town; however, St. Paul has been retrofitting the ballasts into 150W HPS fixtures due to lower costs.
Currently, St. Paul has installed four (4) 100W LED fixtures near the school as a test. However, the cost of $760.00
each (plus high shipping costs from the East Coast) prohibits the installation of more around town.
In addition, St. Paul has also used a California company Induction Lighting product and has installed 10 100W
fixtures as a test on some aluminum poles in one of the newer areas of town. This area was chosen because the
lighting was having problems with the wind blowing and shaking the 150 W HPS lamps out. The Induction Lighting
has withstood a storm of 60mph winds with gusts over 75MPH. There is a budget for 20 more of this type of
Induction Lighting fixture to be installed next year. These lamps have no filament and each is guaranteed for 10
years. The Induction Lighting is being tested and currently showing positive results with the added benefit of it
being cheaper than LED and fitting within their budget.

City of Sand Point- Sand Point has a combination of HPS and LED lighting. Recently all the street lighting and the
High Bay Public Works Facility street lighting was converted to LED. The street lights are 70 W LED lights and the
Public Works facility uses 100 W LED lighting. There are 12 HPS fixtures used for the area’s clinic lighting. There are
no traffic lights in Sand Point and they have not evaluated the use of dual level light lamps or occupancy sensors.

City of Unalaska- Unalaska currently has 166 fixtures that will be converted to LED. One Hundred Forty (140)
fixtures have already been converted from 400 W HPS lights to 165 W LED. The remaining 26 HPS lights will be
replaced soon; the 65 W LED fixtures that will be replacing them are currently on order. The street lights were
costing the city $120,000.00 a year to operate due to a rate of $0.48/kWh in fossil fuel generation. With the
conversion to LED lights, Unalaska cut that down by 2/3rds. In addition, the City building lights have been changed
to a T5 lamp. There are no current traffic lights. Please refer to Table A-6 for more information.

City of Adak: Adak currently has no operating street lights and no traffic lights. The U.S. Navy installed hundreds of
streetlights as part of an infrastructure investment on what used to be a large Naval Air facility. At this point, due
to the high cost of power, the City de-energized the lights from the grid. Adak has performed some research into
retrofitting some streetlights wherein the energy source would be self-sufficient, i.e. a solar panel powering an LED
light. While this looks promising, they are unaware of the potential costs, of which the city may not be able to
fund at 100%. They would be interested in participating in any program as a test study. Adak’s location is very
unique in that they consistently have wind (the nickname of the island is the “birthplace of the winds”) and a large
amount of precipitation at any given time. Their location and climate could be an interesting place to test devices
that would have to stand up to the climates seen around the Aleutians and Western/Northern Alaska,
notwithstanding that their infrastructure is easier to utilize. Please refer to Table A-7 for contact information.

Department of Transportation Peninsula District- The DOT Peninsula District has approximately 790 HPS
streetlights. These range from 250 W to 400 W lamps. Currently data on traffic signals is not available for this
district. LED lighting has not been considered due to the lack of LED fixtures that meet FHA standards. Please refer
to Table A-8 for more information.

Summary of Findings
In the AEA region of the Aleutians, the majority of communities studied utilize HPS and LED lighting. All
communities with LED lighting, with the exception of St. Paul, find LED lighting to be a cost savings measure. The
DOT would like to switch to LED lights should a product become available that meets all Federal standards and can
be used for their highway street lights. The City of Adak would be interested in utilizing LED lighting if they can find
a cost effective way of funding the retrofit.

Bristol Bay
The communities studied within the Alaska Energy Authority Zone of Bristol Bay are:
• Newhalen
• Nondalton

All communities are in the Transitional climatic. Roads and trails are covered by the street and traffic lights studied
in this region.
City of Newhalen- Newhalen currently has only 1-2 working lights due to vandalism. They will not be repairing any
of the 8 HPS fixtures until they install vandal proof shields on them. Currently they are using a grant to install 20
LED street lights with vandal proof shields. These lights will be installed in January 2012. Newhalen has no traffic

Summary of Findings
Newhalen is the only studied community in the AEA zone of Bristol Bay that utilizes LED’s. AVEC expressed no
interest in changing their lighting technology to LED’s. This was common amongst many utility providers. As the
LED lights in Newalen are not yet installed there is no information from them if this has saved the city money.

City of Nome- The City of Nome currently has street lighting maintained by the city as well as street lighting
maintained by DOT along state roads. The DOT lighting consists of 90 250 W HPS fixtures. They have been provided
information on these fixtures and have been asked to fund replacement lights. The city replaced their 250 W
conventional fixtures with LED lighting. The 80W LED use 66% of the energy that the conventional lighting uses.
The 40W LED uses 33% of energy as compared to a conventional fixture. The city is pleased with the change to
LED’s and the energy savings. However, they had to add a few streetlights due to the directional light from the
LED’s. Please refer to Table B-6 for more information.

Summary of Findings
Nome is the only studied community in the AEA zone of Bering Straits that utilizes LEDs and is not an AVEC
community. The rest of the communities’ street lights are owned by AVEC and employ mostly 100 W HPS fixtures
as their street lighting.
Copper River/ Chugach
The communities studied within the Alaska Energy Authority Zone of Copper River/ Chugach are:
• Cordova
• Chistochina
• Mentasta
• Slana
All communities are in the Continental climatic with exception of Cordova which is in the Maritime climate.
Cordova- The community of Cordova has several different street light end-users. Cordova Electric Cooperative
owns and operates 84W, LED fixtures, installed in the last three years. The City of Cordova has 55W LED fixtures on
First Street and approximately 40 150W HPS lights left in the harbor dock area. The State of Alaska DOT still
maintains 15 HPS lights. There are no traffic lights in Cordova. Please refer to Table C-1 for more information.

Summary of Findings
Cordova is the only studied community in the AEA zone of Copper River/ Chugach that utilizes LED’s. The rest of
communities’ street lights are owned by Alaska Power and Telephone (AP&T). AP&T is very interested in talking to
AEA about LED retrofits. Currently, the maintenance cost to frequently replace the HPS bulbs in AP&T’s
communities is extensive. The long life of LED bulbs makes the conversion appealing to AP&T.

Kodiak- Kodiak uses a combination of HPS, LED and Incandescent (MV) lighting. They have two traffic lights one of
which is a blinking light. In addition, Kodiak has approximately 500 DOT maintained street lights. DOT was unable
to provide specific data for the street lighting they own in this region. However, based on the information gathered
from DOT for other communities, it can be assumed that these 500 street lights are all HPS and are either 250 W or
400 W. Please refer to Table K-1 for more information:

All communities are in the Arctic climate. The information was provided for all the above communities it was not
available broken out per community. There are no traffic lights in these communities. Currently, the North Slope is
changing out all of the HPS street lights with LED lights. At the beginning of 2012 all street lighting should be LED.
The street lighting is maintained by the North Slope Borough Public Works department. Barrow and Prudhoe are
not part of their system. Data was unavailable for Barrow and Prudhoe at the time of this study. Please refer to

Fairbanks- Fairbanks street lights are owned by the City of Fairbanks and State Department of Transportation. The
City of Fairbanks has been converting their street lights to LED. About 63% of their street lights have been
converted, saving 50% of the kwh per fixture and giving them approximately 20,000-150,000 lamp hours. The city
has considered dual light level lamps with occupancy sensors although they do not currently have any installed. In
addition, the City has installed master clock and PC controllers into their system for added efficiency. The controls
are for 47% of the street lighting system. The DOT Fairbanks District owns and maintains 3000 HPS fixtures. The
traffic lights are 99% LED and the total annual cost for their street and traffic lights are approximately $805,443
annually and 4,344,853 kwh used. Please refer to table R-4.1 for City of Fairbanks information. The DOT’s Northern
Region also maintains street lights in Delta, Tok, Valdez, Cordova, Nome and Glennallen. However no specific
information on those lights can be gathered at this time. It is estimated that in those communities are
approximately 40-50 street lights and are assumed to be a HPS fixture at either a 250 or 400 W. Please refer to

Homer- The street lights are maintained by Homer Electrical Association. The City pays a flat fee for the street
lighting and the maintenance. Because of this, there is no financial incentive for the City or for Homer Electrical

Sitka- The City and Borough of Sitka installed several different types of lights in order to compare the costs of the
street light. Their comparison between different types of street lights is not strictly based on lamp wattage.
Additionally, initial cost of the fixture, hours of operation, ballast or power supply losses, and maintenance need to
be incorporated into the equation to determine energy efficiency and life cycle cost. For the purpose of their
analysis; kWh metering has been installed on each fixture type, hours of operation are assumed to be sunset to
sunrise, and the city standard 150 watt HPS has been chosen as the baseline for comparison. Fixtures chosen for
comparison included one (1) LED replacement lamp, one (1) LED replacement fixture, and two (2) magnetic
induction replacement fixtures. Please see Table S-2 for more information.

Summary of Findings
The majority of the communities studied in the Yukon-Koyuk/ Upper Tanana AEA zone are maintained by AVEC and
AP&T. As previously noted AP&T currently uses only HPS lighting technology and is interested in switching to LED.
AVEC also only uses HPS lighting, the majority being 100W. Although Galana is not serviced by either AVEC or
AP&T, they utilize HPS street lighting, finding that LED would be too costly to install.
