* Sec. 4. The following appropriation items are for capital projects and grants from the 1
general fund or other funds as set out in section 5 of this Act by funding source to the 2
agencies named for the purposes expressed and lapse under AS 37.25.020, unless otherwise 3
noted. 4

It is the intent of the legislature that the following appropriations and projects are needed to 6
carry out the state's energy policy described in AS 44.99.115. As the energy policy states, the 7
legislature recognizes the immense diversity of the state's geography, cultures, and resource 8
availability and the need to identify and assist with development of the most cost-effective, 9
long-term sources of energy for each community statewide. Therefore, the legislature intends 10
that the package of appropriations and projects listed below are all necessary to achieve a 11
statewide balance in addressing the state's diverse energy needs. 12
