* Sec. 13. BOND DEFEASANCE. The sum of $5,900,000 is appropriated from the Alaska 1
sport fishing construction account (AS 16.05.130(f)) to the state bond committee for 2
redemption or defeasance and associated fees of the Sport Fishing Revenue Bonds, Series 3
2006, or Sport Fishing Revenue Refunding Bonds, Series 2011. 4
* Sec. 14. FEDERAL AND OTHER PROGRAM RECEIPTS. (a) Federal receipts, 5
designated program receipts as defined in AS 37.05.146(b)(3), information services fund 6
program receipts as defined in AS 44.21.045(b), receipts of the University of Alaska as 7
described in AS 37.05.146(b)(2), receipts of commercial fisheries test fishing operations 8
under AS 37.05.146(c)(21), corporate receipts of the Alaska Housing Finance Corporation, 9
corporate receipts of the Alaska Aerospace Corporation, Exxon Valdez oil spill trust receipts 10
as defined in AS 37.05.146(b)(4), and receipts of the Alaska Fire Standards Council under 11
AS 37.05.146(b)(5), that exceed the amounts appropriated by this Act are appropriated 12
conditioned on compliance with the program review provisions of AS 37.07.080(h). 13
(b) If federal or other program receipts as defined in AS 37.05.146 and in 14
AS 44.21.045(b) exceed the estimates appropriated by this Act, the appropriations from state 15
funds for the affected program may be reduced by the excess if the reductions are consistent 16
with applicable federal statutes. 17
(c) If federal or other program receipts as defined in AS 37.05.146 and in 18
AS 44.21.045(b) fall short of the estimates appropriated by this Act, the affected 19
appropriation is reduced by the amount of the shortfall in receipts. 20
* Sec. 15. FUND CAPITALIZATION. (a) The sum of $60,000,000 is appropriated from the 21
general fund to the Alaska Gasline Inducement Act reimbursement fund (AS 43.90.400(a)) 22
for the natural gas pipeline project construction inducement under AS 43.90.110(a)(1). 23
(b) The amount of federal receipts from the financial assistance award for emerging 24
energy technology by the Denali Commission established under P.L. 105-277, estimated to be 25
$1,700,000, is appropriated to the emerging energy technology fund (AS 42.45.375) for 26
capital projects. 27
* Sec. 16. FUND TRANSFERS. The sum of $25,870,700 is appropriated from the general 28
fund to the renewable energy grant fund (AS 42.45.045(a)). 29
* Sec. 17. INSURANCE CLAIMS. The amounts to be received in settlement of insurance 30
claims for losses and the amounts to be received as recovery for losses are appropriated from 31
