Dear Chairman Pickett:

SEED ENERGY AUTHORITY
At the last meeting of the Renewable Energy Fund Advisory Committee (REFAC), AEA was
requested to contact the Regulatory Commission of Alaska regarding the application of
renewable energy in the City of Bethel.
There appears to be several issues that have developed between Bethel Utilities and the City of
Bethel:
Inaction on the integration of wind into the utility system including a Power Sales
Agreement.
Disconnection of the heat recovery system to the City offices.
Future business structure of the utility under sale or reorganization.
The bottom line is the City of Bethel is frustrated by the lack of participation or engagement by
Bethel Utilities to advance opportunities that will reduce the cost of energy to this economically
depressed region.
The REFAC is asking if there are any actions the RCA can take, official or unofficial, to promote
conversations or negotiations to capture cost reducing measures in the Bethel region.
There may be an opportunity to open a public dialogue as part of the current Bethel Utility rate
case.
