1. Offer assistance to all potential applicants in advance of deadline, track assistance provided
2. Received, date stamped
3. Entry into database
4. Stage 1 Review: eligibility of applicant, proposal, completeness
5. Assignment to AEA project managers, DNR, Economists
6. Stage 2 begins: 6-week comprehensive review
7. Stage 2 scoring: Technical and economic evaluation
8. Stage 3 scoring: uses Stage 2 score, combined with ranking criteria (cost of energy)
9. Stage 4 scoring: statewide spread:
10. At any rejection point, reconsideration point, ED decides
11. REFAC review and recommendations, (review of scoring criteria, published after review)
12. Recommendations to Legislature by 10th day of session.

Preparing to send out R6 grants in July. Expecting fairly quick turn-around, 23 grants.
