AGENDA 1. Welcome and Introductions 2. Update on REF projects funded through construction 3. Review of projects funded in this year’s budget 4. Review of PCE endownment earnings funding mechanism – how likely or unlikely are available excess earnings? 5. Potential changes to REF program a. Discussion of method to accommodate PCE endowment earnings for the REF in future years i. Excess earnings could be: 1) appropriated in spring for AEA to hold, 2) AEA would solicit and evaluate applications, 3) AEA would work with REFAC to make recommendations for project funding to legislature, 4) legislature would make line item appropriation funding decision b. Discussion of ways to respond to the new fiscal climate i. Should the Fund have a match requirement? 1. Alternative financing mechanisms – Green Bank, CEFA, PPF, other? ii. Should the Fund focus on certain stages of project development? 6. Member comments 7. Adjourn
